About the program

The New Colombo Plan (NCP) is a
signature initiative of the Australian government which aims to lift knowledge
of the Indo Pacific in Australia by supporting undergraduates to study and
undertake internships in the region. The NCP Program involves a scholarship program
for study of up to one year and internships or mentorships, and a flexible
mobility grants program for both short and longer-term study, internships,
mentorships, practicums, research, and language training.

The
strategic objective of the NCP is to strengthen Australia's regional standing
by building a diverse cohort of Australian alumni with deeper Indo-Pacific
knowledge, capability, and connections. The NCP began as a pilot in 2014
supporting 40 Scholars and more than 1300 mobility students to study and
undertake work placements across four pilot locations - Indonesia, Singapore,
Japan, and Hong Kong. The NCP has grown to support up to 10,000 undergraduates
each year in 40 host country locations in the region from South Asia in the
west to Mongolia in the north, and the Cook Islands in the east.

Palladium has been appointed by
the Department of Foreign Affairs and Trade (DFAT) as the Service Provider to
deliver the NCP Managed Administration and Support Services (NCP MASS) which
aims to provide an integrated suite of services to support the objectives of
the NCP Program.

Purpose

The aim of the NCP Scholarship Assessor expression
of interest is to have pre-screened and qualified individuals ready and
available for rapid deployment of expertise for NCP MASS and any other programs
managed by Palladium if and where required.

About the opportunity

Scholarships Assessors will contribute
to assessment of Scholarship candidate interviews for the 2023 NCP Scholarship
round.

Position reports to: Manager, Scholarships and Mobility
Location: Desk based/remote
Contract type: Casual employee/Contractor until 30 September 2022

Scope of Services

Tasks for the 2023 NCP Scholarship Program Interview
Assessment services include but are not limited to:

- Undertake pre-reading of the 2023 Scholarship Guidelines, panellist pack support materials (including Assessor Guide, 2023 Advice to applicants and FAQs, candidate/interview bios, interview report template) and interviewee applications.
- Participate in an online Assessor training session for the 2023 NCP Scholarships Program (currently tentatively scheduled for 7 September 2022)
- Attend your assigned scholarship panel interviews on each designated day via Zoom or Microsoft Teams.
- Fulfill panelist duties to interview shortlisted scholarship applicants, assessing and scoring each application against the assessment criteria.
- Participate in panel moderation for each applicant and at the conclusion of all interviews.
- Submit to Palladium a Scholarship Interview Assessor Report by 23 September 2022.
- Complete a survey on the 2023 Scholarship interview panel assessments as required.
- Complete and abide by the DFAT Deed of Confidentiality and Privacy

To assist Scholarship Assessors with
interview preparation, assessors will be provided with access to EOL (NCP's
Scholarships Program software), an updated Assessor Guide, the Advice to
Applicants document and Frequently Asked Questions, candidate interview report
template and candidate bios (inclusive of Scholar application forms). They will
also be required to complete an online Assessor briefing session on 7 September
2022.

Duration

Interviews are expected to commence on 13 September 2022
and be completed by 22 September 2022.

Skills and experience

Independent Scholarship Assessors will have relevant skills
and experience with scholarship assessments, or within the education sector
more broadly. This could include:

- Experience in overseeing interviews and/or candidate assessments.
- Experience in developing or advising on scholarship assessment criteria.
- Experience in developing interview and/or candidate summary reports.
- Experience in some sort of a selection panel.
- Understanding and experience of assessment criteria and its application.
