DEPARTMENT OVERVIEW

The Office of Risk Services is responsible for developing and implementing Enterprise Risk Management systemwide, identifying and developing strategies to minimize the impact of risk, developing a center of excellence for managing risk, reducing costs and improving safety by executing new ideas and strategic plans in a rapid manner. By strategically managing risk we can reduce the chances of loss, create greater financial stability and protect our resources in support of UC's mission.

POSITION SUMMARY

The University's Captive Insurance Company Platform (Captive Platform) consists of five licensed and regulated captive insurance companies (Fiat Lux Risk and Insurance Company, Eureka Insurance Company PCC, Eureka One IC, an incorporated cell Captive Insurance Company and Sequoia IC, an incorporated cell of Eureka Insurance Company PCC. The Fiat Lux, Risk and Insurance Company, contains over two billion in assets and collects over $600 million of premiums annually. Through the Captive, there are over 45 lines of insurance managed, including medical malpractice, general liability, auto, employment practices, workers' compensation, travel insurance, UC Student Health Insurance, cyber and network liability, aviation, and marine. Fiat Lux Risk and Insurance Company ("Fiat Lux" or the "Company") is a non-profit pure captive insurance company domiciled in the District of Columbia. The Company is a wholly-owned subsidiary of The Regents of the University of California ("UC"). The Company was formed in September of 2012 by UC, in collaboration with the Office of Risk Services, for the purpose of optimizing the University's management of retained risks. Its mission is to enable the University faculty, staff, and students to identify and manage risks associated with their activities, consistent with the University's missions of teaching, research, patient care, and public service. Through strategic management of risk, the University will reduce the chance of loss, create greater financial stability, and protect its resources. These risks span conventional insurances such as the deductibles under commercial property and casualty risk placements, areas of insurable risk where the University has chosen not to purchase risk transfer, and more esoteric risks where commercial risk transfer markets do not offer relevant solutions. This position is the Executive Director for this Program, and serves as an organization Captive Insurance official. Directs the overall operation of Captive Insurance Enterprise Risk Management programs, including ensuring compliance and overall program management. Creates, develops and implements strategies and programs to meet changing demands and provides broad spectrum risk management enterprise expertise and knowledge to the University. Reporting to this position are the Captive Finance Director, Captive Program Director, Warranty Risk Manager and Administrative Officer.

Overall Direction and Strategic Planning: Development, implementation, and management of captive and captive activities, including policies and procedures related to required captive regulatory affairs, risk management issues, compliance, and Fiat Lux Board approvals and directives. Ensures the overall monitoring of regulatory requirements associated with captive and self-insured plans; ultimately responsible for ensuring that policies and procedures designated by Captive Board are implemented. Strategic planning of captive programs and formulation of strategies for complex risk management programs and operations with respect to overall program management including marketing, claims administration, contracts, financial management and loss prevention. Explores, recommends, designs, oversees implementation and markets new programs approved by the Captive board. Continually evaluates captive programs to maximize captive performance and optimize captive utilization.

Managing Captive Programs: Provides direction and expertise to the Fiat Lux Company, associated projects, and work assignments. Directs and controls the activities of the captive program through subordinate managers or analysts. Delegates through subordinate staff the continuous development of Captive Program goals, objectives, and compliance.

Fiduciary Oversight: Responsible for management and accuracy of captive financial statements, captive financial activity, annual audits, actuarial studies and integration in University financial statements.

Technical Expertise and Consultation: Serves as primary technical consultant to the UC Office of the President and Board of Regents to ensure compliance with Captive Program requirements. Serves as the University of California representative to various federal, state, and local agencies.

Other Duties and Projects: Other duties and related projects as required and/or assigned.

Program Reporting: Provide reports to the Captive board and responsible for quarterly captive board meetings. The Board of Directors includes the President of the University, Chief Financial Officer, General Counsel, Chief Risk Officer and 3 non-UC board members.

Required Qualifications

  • Excellent communication both verbally and in writing as evidenced by the ability to communicate with campus and health care constituents at all levels.
  • Strong and effective presentations skills, understanding of presentation techniques and best practices, monitors and incorporates new developments related to presentation technology and techniques.
  • Demonstrated knowledge of legal, insurance and risk management terminology and concepts.
  • Meticulous attention to detail as demonstrated by regularly verifying all work thoroughly to ensure accuracy; skill to follow up on unresolved issues.
  • Documented creativity in developing solutions related to captive management.
  • Demonstrated in-depth knowledge of captives and demonstrated ability to translate knowledge into long-term strategic initiatives that can be implemented across the system.
  • Documented ability to foster a team approach to tasks. Must have excellent people skills, strong emotional intelligence and evidence of consensus building.

Education

  • Bachelor's Degree or higher from an accredited college or university and at least fifteen+ years of captive related experience for an organization or an equivalent combination of education, training, and experience. Educational or public entity experience is preferred.
  • 15+ years of experience in traditional risk financing and or alternative risk financing.
  • Associate in Captive Insurance.
  • Advanced degree preferred.

SALARY AND BENEFITS

Salary: $185,000 - $215,000
