DEPARTMENT OVERVIEW UC Procurement uses strategic and collaborative sourcing methods supported by technology and data analysis to optimize spend across the UC system, creating significant savings for the University. UC Procurement partners with campus procurement teams to standardize policies, practices and agreements to make it easier to do business with the University. We develop and implement systemwide supply chain strategies and policies that leverage UC's vast purchasing power to optimize University spend. POSITION SUMMARY Manages strategic Small Business Utilization and Sustainability projects in close partnership with Category Managers and others across the organization to address specific deliverables to achieve the stated targets of 25% of addressable spend. Leads the development, management and ongoing leadership of UC Procurement's systemwide programs including, but not limited to, Small and Diverse Business Utilization, Sustainability. Directly manages the Budget Analyst and Bankcard Program Analyst. Determines the Small Business Utilization and Sustainability objectives, directs programs, develops strategies and policies, manages the budgets and resources Functions with a high degree of autonomy. Proactively assesses risk to establish systems and procedures to drive the key programs to deliver organization-wide impact. Uses skills as an experienced procurement professional to help incorporate Small Business Development into the sourcing strategies across the organization. Works on assignments that are diverse and complex in nature, requiring strong influencing and analytical skills necessary to influence the organization to consider options and to align he organization on agreed solutions. Demonstrates good judgment in selection methods and techniques. Makes independent decisions. Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Identifies risks and responds accordingly. Regularly works on highly complex issues where analysis of situations or data requires an in-depth evaluation of variable factors. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results. Supports and defines program performance metrics, leads benchmarking, identifies industry best practices and share knowledge across Procurement. Develops and leads execution of Change Management and Communication Plans to increase the awareness and adoption of key initiatives. Leads the analysis, presentation, and implementation of specific Procurement platforms that impacts the business and represents Procurement on network teams internally and externally.
