DEPARTMENT OVERVIEW

The Office of Ethics, Compliance and Audit Services (ECAS) is located at the systemwide University of California Office of the President (UCOP) and is an independent Regental office that is responsible for developing and administering the University of California's (UC) compliance and audit programs and thereby ensuring that the University is in compliance with professional standards; internal policies and procedures; and all applicable local, national and international laws and regulations. ECAS provides this support through three core lines of service: Audit Services, Compliance Services and Investigations Services. The Compliance team in ECAS covers general compliance areas and includes subject matter experts in Healthcare Compliance, Research Compliance, Export Control, and Privacy.

The Regents of the University of California established a UC-wide ethics and compliance program in 2006. The program's infrastructure includes a broad cross section of specific and shared risks and stakeholders from ten UC campuses, five medical centers and the Lawrence Berkeley National Laboratory. The Senior Vice President and Chief Compliance and Audit Officer (SVP) is the Principal Officer of the Board of Regents of the University of California. The SVP provides communication and updates to the Regents through the Board's Compliance and Audit Committee, or the full Board if required.

POSITION SUMMARY

The Office of Ethics, Compliance and Audit Services (ECAS) is looking for an energetic, creative, detail-oriented, collaborative, organized, and hard-working self-starter to join our Strategic Initiatives Team, as the Senior Trainer and Content Coordinator.

This role will be responsible for leading, developing, and delivering ECAS training and educational programs to ensure compliance and comprehension of relevant policies, procedures, and regulations. In this role you will use instructional design principles and learning strategies to create training and awareness materials based off relevant policies and regulations that you'll learn about through collaborating with subject matter experts, ECAS leadership, and other stakeholders. You will be creating infographics, compliance alerts, training guides, short videos, presentation decks, and any number of other online training offerings. Additionally, you will be developing and managing the training calendar, coordinating training events, and developing vendor relationships.

You will work with a variety of stakeholders in ECAS and across the system gathering requirements for the trainings, feedback on your drafts, and working to reach consensus for your final products. While a strong understanding of university polices and regulations is desired, the ability to independently research and analyze data is essential to preparing communication and training strategies for different audiences across UC.

Development: Use your practiced instructional design principles and learning strategies to develop briefing materials, infographics, compliance alerts, audit materials, training guides, short videos, presentation decks, and any number of other online training offerings, in any number of formats (written, in-person trainings, interactive online webinars, etc.), as well as create and manage the training calendar, coordinate training events, and develop vendor relationships supporting ECAS ensuring accurate awareness and up to date knowledge of audit and compliance processes, procedures, and rules for a wide variety of audiences (board, leadership, compliance and audit professionals and other faculty and staff materials).

Communication: Develop clear, concise, consistent, and accurate communications to stakeholders on trainings, their development, and rollout, as well as their related policies, procedures, and regulations.

Collaboration: Actively collaborate with ECAS colleagues, systemwide and local risk partners to understand policies, procedures, and regulations, soliciting feedback on draft trainings, promote awareness of trainings, and rolling out accurate trainings that advance ECAS, our mission, and initiatives.

Planning: Independently review, research, and analyze a variety of UC policies, procedures, and regulations for audit, compliance and investigations, supported by ECAS SMEs to prepare for the development of accurate training materials, as well as the drafting of training project plans.

Facilitation: Work with systemwide and local partners to create thorough rollouts of accurate and approved educational training materials, as well as the monitoring and tracking of its use.

Required Qualifications

  • Five or more years of progressive work experience developing and conducting adult education and trainings.

  • Advanced working knowledge of instructional design principles and learning strategies, including needs analysis, backwards design, learning outcomes, and assessment design.

  • Advanced working knowledge of the technical tools and platforms required to achieve the delivery of engaging and media-rich online content, and of trends in the use and effectiveness of educational technology and learning, which may include knowledge and skills with relevant business software systems and content creation tools.

  • Ability to work in a fast paced, changing environment with multiple priorities. Demonstrates adaptability - handles day-to-day work challenges independently with confidence; is willing and able to adjust to multiple demands, shifting priorities, ambiguity, and rapid change; shows resilience in the face of constraints, frustrations, or adversity, demonstrates flexibility.
  • Advanced skills in written and verbal communications, with the ability to convey highly complex technical information, education, and instructions in a clear and concise manner, and to produce high-quality reports, documentation, presentations, and educational materials.

  • Advanced interpersonal skills for collaborating effectively with managers and staff at all levels and across the organization, and with representatives of external regulatory agencies.

Preferred Qualifications

  • Five or more years of progressive work experience researching, interpreting, and comprehending policies, procedures, and regulations.
  • Experience working with audit, ethics, and compliance policies, procedures, and regulations.

  • Experience working in the higher education environment.

Education

  • Bachelor's degree in related area and/or equivalent experience/training with education, training, and communications. (Required)

  • Formal, certified training or equivalent work experience in instructional design, curriculum development, education, or related field. (Preferred)

SALARY AND BENEFITS

Salary: The recommended hiring range is $100,000.00 to $117,000.00. Commensurate with Experience.

ADDITIONAL INFORMATION

This position may be eligible for a on site, hybrid, or remote within California work arrangement. The employee may be required to report to work onsite in Oakland, CA on a regular schedule.
