DEPARTMENT OVERVIEW

UC Procurement uses strategic and collaborative sourcing methods supported by technology and data analysis to optimize spend across the UC system, creating significant savings for the University. UC Procurement partners with campus procurement teams to standardize policies, practices and agreements to make it easier to do business with the University. We develop and implement systemwide supply chain strategies and policies that leverage UC's vast purchasing power to optimize University spend.

POSITION SUMMARY

The Solutions Manager, Operational Analytics is a technical role focusing on the area of data analytics and reporting to support business operation and strategic planning in the Systemwide Procurement Services department. This position is a hands-on role and responsible for the entire process from data gathering to reports/dashboard developments. The Solution Manager, Operational Analytics will identify and research additional data sources; gather, cleanse, and validate data sets; develops analysis, reports, dashboards, and visualizations; communicate deliverables to stakeholders, and serve as subject matter expert on procurement data and reporting. This position is expected to develop strong business relationship with UC Systemwide procurement teams, UC campuses, UC Health, and Suppliers in order to understand requirements and provide solution and ongoing support to meet various business needs.

Data Analysis and Modelling

* Research, gather, analyze, and summarize data for a wide variety of projects within Systemwide Procurement Services Department such as spend analytics, RFx evaluation, supplier diversity matrix with an emphasis on integrating data sources to provide comprehensive storytelling

* Understand current source, types, and locations of the available data, identify additional data sources that could be leveraged to enhance analysis

* Respond to internal and external data requests; independently gather data from stakeholders, campuses, and suppliers; pull data from multiple data sources, such as GEP Smart, Jagger, Benefit Bank, SQL Server, SharePoint, Box folders, etc.

* Apply critical thinking and use advanced methodologies to model business issue, analyze data, and make recommendations to support decision-making

* Develop reports, dashboards, presentations, and proposals to communicate and articulate results/findings to various audience

Reporting & Dashboards

* Deliver standing federal and state governmental reporting requirements as well as ad-hoc reporting to support internal and external priorities

* Automate and improve existing reporting processes, explore new technical tools and compile potential data sources to enhance real-time reporting and analysis

* Develop data visualization and interactive dashboards based on the requirements from audiences at all levels (senior leadership, stakeholders, campuses, and external suppliers)

* Document technical specification and workflow for internal knowledge sharing and operation support; develop user guide/training for end user support.

Project management

* Collaborate with Systemwide Strategic Sourcing, CalUsource team, campuses, UC Health, and suppliers on data analytics related tasks

* Establish project scope of work, specifications, milestones, and schedules; monitor progress, track issues, and report on overall project status

* Follow through on tasks and ensure required deliverables from the department, internally and externally, are met in an efficient and timely manner.

Analytical Support & Mentorship

* Provide analytical expertise in supporting other projects in the areas of business process analysis, system or procedure testing and implementation, documentation, and client feedback

* Mentor and coach junior or new team members, provide on-job training

Required Qualifications

  • A minimum of five (5) years experience in the data analytics and business intelligence field
  • Proficiency with Tableau, Excel, Microsoft Office products, or other data analytical tools
  • Advance experience on data visualization, dashboard development and storytelling, lead through influence to resolve issues and reach consensus
  • Strong analytical skills and thorough knowledge of data processing, ability to independently gather, organize, and perform analytical assignment, including but not limited to data gathering, cleanse, validation, analysis, developing reports, and creating executive summary
  • A self-starter, proactively managing projects timeline, deliverables, issues, and propose solutions, ability to work with multiple projects and work on quick turnaround tasks of critical importance
  • Strong collaboration skills and ability to establish good working relationship with a wide range of stakeholder groups
  • Excellent interpersonal, verbal, and written communication skills to work with cross-functional teams

Preferred Qualifications

  • More than seven (7) years experience in the data analytics and business intelligence field
  • Experience in the area of Strategic Source or Supply Chain
  • Experience with SQL, Python, R, ETL process, SSIS, and Microsoft SQL Server

Education

  • A Bachelor's degree in computer science, engineering, mathematics or equivalent experience
  • Advanced degree in Data Science, math, Computer Science or related field preferred.

SALARY AND BENEFITS

Salary: $100,000 - $117,000

Career Tracks Title: Fin Anl 4, MSP Grade 24

ADDITIONAL INFORMATION

This position may be eligible for a on site, hybrid, or remote within California work arrangement. The employee may be required to report to work onsite in Oakland, CA on a regular schedule.
