About the Center for Evidence-Based Crime Policy (CEBCP):

The CEBCP, founded in 2008, seeks to make scientific research a key component in decisions about crime and justice policies. The CEBCP carries out this mission by advancing rigorous studies in criminal justice and criminology through research-practice collaborations, and proactively serving as an informational and translational link to practitioners and the policy community.

About the HIDTA Program:

The HIDTA Program is a federal grant program administered by the White House Office of National Drug Control Policy ( ONDCP) to provide resources that assist federal, state, local and tribal agencies to coordinate activities that address drug trafficking in specifically designated areas of the United States. Information and intelligence sharing are keys to successful investigations, drug treatment and prevention programs, and drug policy development.

About the Position:

The Procurement & Security Manager is responsible for overseeing all aspects of the procurement process and asset control for HIDTA, ensuring all policies and procedures are followed for our Federal, State, Local and other various partners. The Procurement Manager will work with the Finance Unit to secure materials, supplies and equipment for the W/B HIDTA to complete essential business functions, this includes Law Enforcement sensitive tech equipment. The Procurement Manager acts as the primary point of contact with various vendors and Law Enforcement Initiatives. This position is responsible for assisting with managing all aspects of physical security (three facilities), intelligence equipment maintenance and training, multi-million-dollar asset inventory control, and the wireless telecommunications program.

Required Qualifications:

  • Bachelor's Degree or equivalent combination of education and experience;
  • Experience (generally 3+ years) in Procurement Management;
  • Experience (generally 3+ years) in Security/Facilities Management;
  • Ability to comprehend and use the different procurement policies and procedures for HIDTA fiduciaries, law enforcement agencies and federal partners;
  • Ability to work under pressure with minimal supervision. Ability to handle a large volume of work and willingness to perform additional duties as required;
  • A working knowledge of voice, photo and video equipment;
  • Proficient in Microsoft Word and Excel and the ability to complete data entry with minimal supervision;
  • Knowledge of and ability to engage in collaborative strategic sourcing;
  • Because the work is in a law enforcement environment, you may be required to work weekends and holidays if needed;
  • Expert knowledge of and proficiency in the use of technical surveillance equipment;
  • Ability to pass a law enforcement sensitive background investigation and obtain a Secret Level Security Clearance is a required; and
  • Must hold valid motor vehicle license and be willing to travel between various W/B HIDTA locations.
