I. JOB SUMMARY

The Director, Proposals will be responsible for managing and monitoring the entire proposal process in the development and submission of federal government proposal responses, international tender responses and commercial bids. Experience developing and managing complex (e.g., R&D), federally funded, performance-based proposals, involving cross-functional proposal teams, strongly preferred.

II. ESSENTIAL FUNCTIONS

* Manage the development, coordination, completion, and submission of funding opportunity announcement responses (e.g., Requests for Proposals, Requests for Prototype Proposals, Requests for Information, etc.) from proposal kickoff preparation through final submission, as well as revisions and negotiations

* Coordinate with functional SMEs to lead the development of international tender responses

* Assist the contract development and manufacturing organization (CDMO) group with externally funded proposal responses

* Manage and coordinate multiple proposal tasks and deliverables, including input from multiple Subject Matter Experts (SMEs), at times under tight deadlines

* Develop/manage proposal schedules, compliance outlines/matrices and proposal content

* Lead kickoff meetings, color team reviews and debriefs, and status meetings for all volumes

* Develop and manage a content library

* Assist proactively in the development of strategic win themes and discriminators

* Collaborate with the proposal teams to gain an appropriate understanding of the win strategy, and to ensure the proposal response clearly conveys the proper business perspective, key messages, value proposition, and differentiators against our competition

* Assist with ongoing improvements for proposal processes, tools, templates, and archives

* Lead post submission debrief/lessons learned

* Support/lead negotiation efforts by leading Q&A responses and proposal revisions

* Lead meetings, maintain actions and accountabilities resulting from meetings

* Train stakeholders in the Emergent Proposal process

* Maintain Cost Estimating Policies

* Assist with miscellaneous Contractual deliverables

III. MINIMUM EDUCATION, EXPERIENCE, SKILLS

* Bachelor's degree required

* Minimum (7) seven years of experience in federally funded proposal coordination/development/management

* Knowledge of the biopharmaceutical industry or science background a plus

* Strong organizational and time-management capabilities

* Exceptional written and verbal communication skills

* Demonstrated ability to organize, prioritize, and manage multiple tasks simultaneously, at times with rapid turnaround times

* Ability to effectively lead teams under pressure, while encouraging enthusiasm for the task

* Proven ability to work well in a team, as well as independently

* Must have the ability to present information to all levels of the internal organization and to external stakeholders

* Must be willing to work outside of normal working hours to meet customer-driven, firm deadlines as needed

* Proficiency with Microsoft Office Suite (particularly Word, Excel, and PowerPoint) is required

* Experience with graphics, desktop publishing or related field is desired
