DEPARTMENT OVERVIEW

The UCOP Budget and Finance Office provides strategic support in financial planning, policy analysis and fiscal administration to UCOP. UCOP Budget and Finance Office provides analyses of policies and programs, assists in the determination of UCOP's financial priorities and develops strategies designed to achieve these priorities. The team partners with departments to align UCOP's resources with its strategic needs and goals, and delivers insightful financial analysis and forecasting to support UCOP leadership to make effective and strategic funding, financial and operational decisions.

POSITION SUMMARY

The Business Systems Analyst will support the UCOP Planning and Budgeting System (PBS) (Oracle EPBCS) and associated integrations with other systems, used for the preparation of and reporting on the annual budget, and quarterly forecasts. The role assists the Business Systems Manager in planning, implementing and testing enhancements and upgrades to the system, in consultation with stakeholders across UCOP. The position supports Budget and Finance staff, along with end users, in understanding how to use the system, and ensuring data within the system is accurate.Please jote this is a hybrid position.

Responsibilities

System Administration: This includes data load, system integration, system functionalities and data flow validation and issue resolution, dimension hierarchy and attribute maintenance, data reconciliation and reports automation, user access set-up, training and support.

System Enhancement: Assist in developing enhancement requirements, testing scrips, validating the enhancement and maintaining the system documentation up-to date and communicating the changes to the end users.

Data Analysis and Data Governance: Review and validate data flows within EPBCS (PBS) and between various Source and Target systems EPBCS. Prepare and facilitate monthly Budget Actual variance analysis. Maintain the dimension hierarchies and mappings and reconcile data between different structural roll-ups. Research and resolve data discrepancies

User Training and Support: Develop and deliver Quarterly User Training (PBS and Oracle SmartView) Set up and maintain user access and automated reports scheduling and distribution list. Respond to user inquires on system functionalities and data issues.

Reporting and Audit Response: Assist in preparing Reports for the Quarterly Regents' Meetings, the Annual Permanent Budget and the Staffing Reports and responding to any internal or external budget and financial data inquires.

Required Qualifications

  • Advanced level in Excel and knowledge of SQL, Database, dimension hierarchy, data mapping maintenance and reports creation
  • Strong problem solving and creative skills and the ability to exercise sound judgment and make decisions based on accurate and timely analyses.
  • Ability to research, analyze and interpret budget and financial data.
  • Demonstrated ability to manage multiple time-sensitive and detail oriented tasks simultaneously.
  • Knowledge of financial policies, practices and systems, along with an understanding of accounting guidelines.
  • Strong interpersonal skills to build relationships and demonstrated experience in a customer service environment.
  • Excellent oral and written communication skills.

Preferred Qualifications

  • Experience with Oracle ERP Applications such as Oracle Financials, Oracle EPBCS (and SmartView) and Oracle EDMCS
  • Experience with technical document, business requirement development, system testing and user training.
  • Familiarity with UC budget and accounting practices and/or fund based accounting in other non-profit setting strongly preferred.

Education

  • Bachelor's degree in related area and a minimum of at least 3-5 years of relevant experience and / or equivalent experience / training

Special Conditions

SALARY AND BENEFITS

Salary: The recommended hiring range is $90,000.00 to $105,000.00. Commensurate with experience.

ADDITIONAL INFORMATION

This position may be eligible for a on site, hybrid, or remote within California work arrangement. The employee may be required to report to work onsite in Oakland, CA on a regular schedule.
