Job Summary

Manages staff and oversees department operations. Participates in setting operational standards and department goals. Consults with, and provides counsel to, senior management on department performance, human resources management, operational integration, financial management, and other issues.

Department Description

The Office of Population Health and Accountable Care (OPHAC) leads UCSF's development of capabilities to improve the value of care we provide at the population level and facilitate implementation of our UCSF Health at-risk contracts and those we enter in partnership with others.
The Office includes the following teams:
1) Clinical Programs (including Care Support, Care Transitions Outreach Program, and Care at Home, and Medicare Bundled Payment programs),
2) Population Health Quality & Analytics,
3) PRIME/QIP Program Management,
4) Clinically Integrated Networks and ACO Management.

Required Qualifications


  • Proven ability to plan, organize, assign, and delegate work, and effectively prioritize in an ambulatory care setting or similar.
  • Ability to motivate, influence and persuade others. Proven conflict resolution skills. Ability to maintain a climate of teamwork, collaboration and trust.
  • Knowledge of health care delivery as well as principles, concepts, best practices, policies and processes, central to Population Health and Accountable Care operations.
  • Ability to work effectively with senior management on operational and performance issues (e.g. developing goals, policies, strategies, programs and systems to improve operational results).
  • Analytical and critical thinking ability to analyze complex problems and formulate solutions.
  • Ability to deal with sensitive and / or confidential issues, exercising discretion and tact.
  • Ability to work with multiple professions and with medical care providers in particular.
  • At least 5 years' experience in health care strategy, clinical/healthcare programs, consulting, project management or related field.
  • In-depth knowledge of population health, delivery system reform and accountable care standards.
  • In-depth knowledge of medical terminology and patient health information.
  • Advanced organizational and project management skills, with the ability to lead a team, prioritize tasks, and see projects through from inception to completion on schedule.
  • Advanced critical thinking and problem-solving skills to manage highly-complex information, assess problems, and develop effective solutions.

Preferred Qualifications


  • Knowledge of budget development and management.
  • Strong skills in written, verbal, and interpersonal communications.
  • Proficient in all software applications (Word, Excel, and PowerPoint) and database applications.
