Position Title: Autism Spectrum Disorder Consultant
Department: As Assigned

Compensation: Licensed Salary Schedule
FTE: 1.0 - 190 days per year

** This position works with Oregon Program Autism Training Sites & Support (OrPATS) as well as Parent Coaching. Appliacnt must have experience providing workshops.**

General Description:
To provide assistance to EI/ECSE staff, K-12 Special Education and District Staff, regarding
evaluation and services for students suspected to be, or identified as eligible for special
education services under the Autism Spectrum Disorder. This position may also be responsible
for completing student evaluations and attending required IDEA (IFSP & IEP) meetings as
needed.

Qualifications: Knowledge, Skills and Abilities Required:
1. Requires Oregon license with Handicapped Learner or Severely Handicapped Learner
endorsement in Special Education.
2. Current Oregon Teaching License in early childhood, elementary, special
education, related field.
3. Three years of experience working with students with autism.
4. Driver's license with accompanying automobile insurance.
5. Personal vehicle for travel throughout the geographic area of assignment.

Essential Functions:
  1. A. Complete initial evaluations and re-evaluations for determining student eligibility for
    special education under the category of Autism Spectrum Disorder
    B. Provide assistance to the local MDT with initial evaluations and re-evaluations for
    determining student eligibility for special education services under the category of Autism.
    C. Development and presentation of inservices and workshops designated in the service plans.
    D. Conducts individual student observations in the classroom setting.
    E. Provide inservice training to staff and parents regarding behavioral and learning characteristics of children with autism.
    F. Assistance to local building staff in identifying staff and student needs.
    G. Assistance to the local building staff in its responsibility to develop, implement and monitor student programs.
    H. Provide effective communication with families and other professionals.
    I. Utilize appropriate strategies which facilitate team effectiveness.
    J. Participate at monthly staff meetings and programs inservices.
    K. Maintenance of records and reporting requirements as specified by the supervisor.
    L. Continuation of professional growth, especially in regard to current issues related to Autism.
    M. Provide consulting to local districts regarding special education eligibility, IFSP/IEP goals and objectives, and appropriate educational intervention andprogress monitoring procedures N. Performance of other related duties as requested.

On August 19, 2021 Governor Brown ordered all public and private school teachers, educators, support staff, substitutes and volunteers to be vaccinated by October 18, 2021 or six weeks after FDA approval, whichever is later. Since the governor's announcement, a COVID-19 vaccine (Pfizer-BioNTech) has received regular Food and Drug Administration (FDA) approval meaning October 18, 2021 is confirmed as the mandatory deadline for vaccination. "Fully vaccinated" is defined as 14 days after receiving all required doses of an approved COVID-19 vaccine (currently two shots of Pfizer or Moderna vaccine, or one shot of Johnson & Johnson vaccine).

Starting October 18, 2021, testing will no longer be an option as the alternative to vaccination. All Northwest Regional ESD staff, substitutes, contractors, interns and volunteers will be required to be fully vaccinated against COVID-19 per the August 19, 2021 order from Gov. Kate Brown. All staff members will need to provide proof of COVID-19 vaccination. Exemptions may be made only for eligible medical or religious reasons. There will not be an option to opt out for other reasons or choose testing in lieu of vaccination, under the state mandate. In order to support students and families, the essential functions of this position may require physical presence in the workplace. All public health protocols will be followed.
