Vacancies will be filled in the following specialty areas: Tax Exempt and Government Entities (TE/GE), Shared Services, Communications & Liaison

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

MAJOR DUTIES:


  • Develops informational materials to assist management in attaining program goals by enhancing customers', employee and stakeholder understanding of organization programs. Uses a variety of methods and techniques in achieving communication goals including fact sheets, news releases, feature articles, personal appearances, exhibits, brochures, graphics presentations, and pamphlets, etc., in coordination with National Communications and Liaison (C&L) organizations and standards and guidelines, as appropriate.
  • Evaluates information problems encountered in communicating program goals. Advises on and recommends specific information activities designed to meet these problems. Analyzes information needs in terms of internal and external customers and provides advice on program information problems.
  • Develops communication plans by considering such items as specific topics or aspects to emphasize, the most effective media to use in communicating with intended audiences, the kind of information needed, etc.
  • Establishes and maintains effective working relationships with National Headquarters Communications and Liaison, other Operating Divisions, and in coordination with National C&L specialized groups interested in organization programs, and other internal and external stakeholders.
  • Performs other projects and related duties as assigned.

Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

GRADE 11 QUALIFICATIONS: You must have at least one year of specialized experience equal to the GS-9 level in the Federal government including: Experience demonstrating accomplishment of public affairs assignments that required a wide range of knowledge of communication methods and techniques; establishing and maintaining effective working relationships with all media. Qualifying experience typically includes the following, or the equivalent: Developing and disseminating information materials to the general public or specialized target groups. Writing and disseminating to local and national print and broadcast media, news releases, feature articles, radio and television scripts, and other information material.

OR

You may qualify based on education as follows: A Ph.D. or equivalent doctoral degree in a field of study such as: journalism, communications, advertising, marketing, public relations, etc.

OR

3 full years of progressively higher-level graduate education leading to a graduate degree in a field of study such as: journalism, communications, advertising, marketing, public relations, etc.

OR

LL.M., if related. OR You my qualify with an equivalent combination of education and experience.

GRADE 12 QUALIFICATIONS: You must have at least one year of specialized experience equal to the GS-11 level in the Federal government including: Experience demonstrating accomplishment of designing, planning, and directing or advising on the public affairs program in an agency or organization that requires a wide range of knowledge of communication requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where you analyze a number of alternative approaches in the process of advising management concerning major aspects of the public affairs program.

GRADE 13 QUALIFICATIONS: You must have at least one year of specialized experience equal to the GS-12 level in the Federal government including: Experience demonstrating accomplishment of developing and implementing a comprehensive public affairs program that involves public information, internal information, media relations, and community relations that required a wide range of knowledge of communication requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where you analyze a number of alternative approaches in the process of advising management concerning major aspects of the public affairs program.
