Job Summary The SBDC Program Director is the overall management, planning, direction and administration of comprehensive programs and services for the Procurement Technical Assistance Center (PTAC). Responsible for supervision and development of staff, Provide management direction and administration of program. Develop and manage budget. Maintain relationships and communication with Department of Defense; maintain fluency in specialize knowledge of agency policies, procedures, and requirements to fulfill grant program requirements. Essential Functions 60% - Plans, organizes, assigns, supervises, reviews, administer and evaluate the work of staff. Recommends staff selection; provides training and administers the disciplinary process for Center Staff Plans, administers and directs the daily operations and activities for the PTAC centers to achieve its share of goals, performance metrics, and contract deliverables: plans and implements counseling and training programs and services, to facilitate small business development, growth and sustainability. - Develops and fosters relationships with stakeholders and partners to facilitate economic development and assistance of small businesses; responds t/resolves inquiries and complaints. Gathering of data and statistics to prepare program reports for externally funded programs, internal reports and plans, new grant proposals, existing grant proposal extensions and economic impact reports. 40% - Administer, monitors and ensures that the work of the PTAC centers aligns with the strategic goals and objectives of AZSBDC, MCCCD and the Department of Defense. Researches and implements industry standards, trends, best practices and emerging technologies for the center. Plans and implements marketing and public relations efforts to increase visibility and usage of services within the State of Arizona with MCCCD/AZSBDC strategic marketing and public relations plans. - Plan and directs in developing the centers budget, manages and administers budget and resources as allocated; monitors and approves expenditures; administers and oversees grant, proposals, agreements, contracts and procurement acidities; obtain grant and funding; identifies resources needed and make recommendations. Provides one-on-one confidential counseling, technical procurement assistance and technical procurement training to Arizona Procurement Technical Assistance Center (PTAC) clients and the business community. Provide and evaluate individualized, confidential counseling, technical assistance and technical training to clients and the business community related to new contract start-ups, contract bidding, contract planning and scheduling negotiation requirements, bid rules, bid protest rules, allowable costs, constructing bonding, contract financing, material submittals, referrals and post award assistance. Minimum Qualifications Master's Degree from a regionally accredited institution in education, educational leadership or related field and four (4) years of educational program administration experience that includes two (2) years of management and supervision. OR Bachelor's Degree from a regionally accredited institution in education, educational leadership or related field and six (6) years of educational program administration experience that includes two (2) years of management and supervision. OR Associate's Degree from a regionally accredited institution and eight (8) years of educational program administration experience that includes two (2) years of management and supervision. OR High School Diploma or GED and ten (10) years of educational program administration experience that includes two (2) years of management and supervision. Desired Qualifications A. Minimum five years of government procurement or related experience. B. Minimum of three years of small business ownership, management, or technical assistance experience. C. Experience with government certifications, registrations, Federal Acquisitions Regulations (FAR) and other government regulations. D. Supervising and evaluating staff performance, training and coaching staff. Implementing goals, objectives and procedures for work standards. E. Development and management of a budget to achieve strategic objectives. Negotiating and administering contracts, grants and agreements. F. Knowledge of local and federal procurement policies, procedures, certifications, registrations and other government regulations.
