DESCRIPTION

The mission of the newly founded Halicioglu Data Science Institute is to advance the scientific foundations for this exciting new field, and to support education and training of students who will be the new leaders in this area. Digital data have emerged as central to addressing critical societal needs and enhancing the quality of life in the coming decades. Data science touches virtually all aspects of life on our planet. At the campus level, UC San Diego already has tremendous strength in this area, ranging across all segments of the university.

For this reason, the Institute has been established as an independent unit that works collaboratively with schools, divisions, departments, centers, and faculty and students across the entire campus. The Institute is directed by the Director, who reports to an Oversight Committee chaired by the Chancellor. The Institute will be the administrative home for the newly established undergraduate B.S. major and minor in Data Science, and will work with departments and the Academic Senate to create additional graduate programs in data science. The institute will support collaborations between researchers across campus and will also provide critical resources to support innovation in data science.

The incumbent will work closely with the Chief Admin Officer to administer department policies and procedures as they relate to research administration. The incumbent will participate in developing short and long-range strategies to manage contracts and grants activity. The incumbent will provide guidance, leadership, and training to the sponsored research team. The incumbent will develop ad hoc reports on behalf of the sponsored research team to meet the needs of HDSI Leadership.

The incumbent will provide work direction and supervision to the team of Research Administrators. The incumbent will establish training and communicates job expectations. The incumbent will make decisions on screening applicants, interviewing candidates, and recommending individuals for hire. The incumbent will independently conduct performance evaluations, communicate job expectations, and monitor staff progress.

The incumbent will also use their skills as a seasoned, experienced research administrator to independently develop and / or oversee research proposals, awards and / or transactions related to contract and grant management and maintain contract and grant records in compliance with institutional research sponsor policies at the the department level for the Halicioglu Data Science Institute. S/he will work on proposals and awards of diverse scope where analysis of data requires thorough understanding of complex regulations; complete and approve transactions for signature by manager or other authorized institutional official; and work on complex proposals and awards that may involve multiple investigators and / or multiple sub awards. The incumbent will guide less experienced staff and typically work on complex proposals such as grants / contracts which require task budgets, option years, multiple investigators and multiple sub awards.

Additionally, the incumbent will provide analytical and financial support in proposal processing, contract and grant administration, and budget development, including pre-award proposal initiatives, management of funds post-award, and closeout activities for federal, state, local and private sponsors. The incumbent will be involved in activities associated with forecasting, planning, and managing of research portfolios by performing some or all of the following: coordinating and identifying and developing and/or presenting proposals, contracts and other agreements; reviewing proposals to ensure institutional compliance; negotiating, administering and monitoring contract and grant awards, including compliance with regulations, terms and conditions; financial management and reporting; and sub award/subcontract issuance and administration.

The incumbent will also be responsible for coordinating, training, approving, and auditing online PPM budgets, online purchasing, Check Requests, and Travel through Concur. Assist PIs and staff in the acquisition and administration of research funding. S/he will act as liaison with OCGA, OPAFs, General Accounting, OGSR and other central campus departments. Assist Database Administrator and Fiscal Manager in the development and implementation of department computer databases to automate accounting, contracts & grants, and reporting processes.

QUALIFICATIONS
  1. Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles. Skill in projecting salary, benefits, and indirect costs with knowledge of payroll and personnel regulations impacting such costs.

  2. Proven competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports. Proficiency in utilizing Oracle reports, queries, and use pivot tables or similar experience using other financial reporting tools.

  3. Experienced with all types of award mechanisms, including grants, contracts, subcontracts, cooperative agreements.

  4. Strong supervisory experience with good leadership, organization, training, decision making skills and management practices to effectively lead staff and manage a variety of financial operations. Knowledge of personnel practices and policies including affirmative action, interviewing and selection processes, supervision and disciplinary actions.

  5. Ability to manage significant volume of transactions.

Pay Transparency Act

Annual Full Pay Range: $53,600 - $111,600 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $25.67 - $53.45

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
