Operator II, Electric System Control (Senior Operator)

Purpose

Responsible for ensuring a safe, efficient, and reliable operation of the Liberty Utilities Electric Distribution and Sub-transmission System Control activities at the Distribution Control Center. Interact with transmission providers and Electric Field personnel while overseeing the Distribution System Control during both day-to-day operations as well as Storm restoration.

Accountabilities

Including but not limited to:

  • Senior Operator on shift supporting all system operations activities including the monitoring of system conditions, alarms, utilizing sophisticated control center technologies including OMS, SCADA, and ADMS to safely and reliability respond to all system disturbances and events on the electric distribution system.
  • Develops and executes switching orders for field personnel necessary to manage the electric distribution system in a safe, efficient, and reliable manner as set forth by the Company's Clearance and Control Procedures.
  • Manage complex system scenarios and works with the Lead Operator in the planning and coordination of complex planned work requests and directs all actions for safety and reliability of the distribution system.
  • Able to manage trouble and storm related events during 'normal + complex operating conditions' utilizing the outage management system and collaborates with the Control Room team, Construction, and Operations to establish restoration priorities and dispatch resources as appropriate.
  • Updates and submits mapping changes and assists in maintaining the network model necessary for the accuracy and currency of the outage management system to reflect real time status.
  • Complete Control center logs and reports and ensure notifications and updates for off hour repairs and outage restoration.
  • Implements real-time actions, up to and including shedding load under direction of the appropriate Transmission System Operator, NETCC, ISO-NE and CAISO.
  • Reviews and corrects outage data in the outage management system to ensure accuracy in reporting data and reports associated with reliability data.
  • Assist with developing and maintaining department tools such as but not limited to ADMS model updates, SCADA operations and switch order management application.
  • Mentors other Electric System Operator trainees thru the training process.
  • Develops and maintains reference material and knowledge of the Company's substation and distribution line systems, relay protection schemes, safety requirements, electrical theory, field equipment capabilities and associated operating procedures and guidelines.
  • Perform other duties as assigned.
Education and Experience
  • Associates Degree in (i.e., Electrical Engineering/Technology) or an Electrical Engineering degree (Power options preferred) is desirable or alternatively a HS Diploma with extensive experience in related electric transmission & distribution operations.
  • 5 years Electric Utility experience in a related electric distribution or transmission utility operations role (lineman, substation foreman) or system control operator. Prior control room experience is preferred.
  • Understanding of distribution substation and line equipment, power systems, electric utility operations, electricity fundamentals, and the and the ability to interpret substation and system one-line diagrams and electrical schematics is preferred.
  • Knowledge of Geographic Information Systems (GIS), outage management systems (OMS), and SCADA is required.
  • Able to work systematically to analyze problems and issues, identify causes, anticipate implications, and identify effective courses of action during periods of stress and emergencies required.
  • Able to work both autonomously and in a team environment while prioritizing multiple tasks concurrently to meet deadlines as required.
  • Excellent organizational, written, and oral communication skills required to perform efficiently in this role.
  • Flexible with working within shift rotation, which may include day, evening, and night hours as well as weekends, On-Call duties and Company-recognized holidays required.
  • Proficient with Microsoft Office (Word, Outlook & Excel) is required.
  • Valid driver's license required.
  • Pass Company pre-employment DOT Testing & Exam.
