WHAT IS THE LARGE BUSINESS AND INTERNATIONAL (LBI)DIVISION?

Vacancies will be filled in the following specialty areas: Large Business and International Director Western Compliance.

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.


  • Collects, analyzes, and interprets qualitative as well as quantitative data with statistical theories and methods.
  • Collaborates and leads LB&I, SBSE and Counsel in developing public guidance, Revenue Procedures and Regulations where statistical sampling will be used to determine the tax liability.
  • Serves as a technical expert with responsibility for the initiation, planning, implementation, controlling, modifying and executing all or part of an entire project; including such tasks as formulation of workload estimates for program segments, specification of the methodology to be used, preparation of appropriate specifications and procedures. Develops statistical samples to evaluate current IRS procedures and filing trends. This will include defining the audit objective, identifying and evaluating relevant data sources and determining the appropriate sampling method (SRS, STSRS, model, attribute, etc.).

  • If you are in a telework eligible position, you may be directed to temporarily telework on a full-time basis due to COVID 19. Employees must be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. Once normal operations resume, employees may be directed back to the office to perform the duties of their position. Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program. Qualifications
You must meet the following requirements by the closing date of this announcement.

BASIC REQUIREMENT:

You must have a degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

OR

Combination of education and experience -- courses as shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE FOR GS-14: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:

  • Experience with managing multiple assignments that required a wide range of knowledge of management and program oversight; public and/or business administration or public policy; qualitative and quantitative methods; planning policies and procedures; negotiation techniques; and oral and written communications.
  • Experience with computer applications sufficient to prepare written reports, spreadsheets, statistical tables, and flowcharts.
  • Examples may include assignments where you performed the full range of project management principles, practices, methods, and techniques; conducted analysis of issues broad in nature, and/or of strategic importance; developed new approaches and/or refined existing techniques; and/or developed and implemented policies with broad impact.



Federal experience is not required. The experience may have been gained in the public sector, private sector or One year of experience refers to full-time work; part-timework is considered on a prorated basis.
