We have an opening for a Staff Compliance Specialist in our New Mexico/Four Corners subregion. The candidate would need to be located near our New Mexico's Albuquerque office, but highly qualified candidates remote within New Mexico will be considered. This position will support a variety of construction projects in New Mexico and the Four Corners area. Position Titles under this job requisition are:

    Assistant Staff Compliance Specialist: Typically has a few months to one year of relevant industry experience and expertise.
  • Staff Compliance Specialist: Typically has up to two years of relevant industry experience and expertise.

Candidates with additional compliance and some project management experience (typically 3-5 years+) are also encouraged to apply.

What you will accomplish

  • Ensure compliance with environmental regulations for a variety of construction activities, including, but not limited to, transmission, pipelines, oil and gas, renewable energy, construction and other infrastructure and utility construction activities.
  • Creation of stormwater pollution prevention plans (SWPPPs) and other stormwater permit-related documents
  • Complete routine SWPPP environmental compliance and reclamation inspections for ongoing construction compliance in accordance with approved permits and applicable state and federal regulations across the New Mexico/Four Corners region.
  • Support and help complete Notices of Intent (NOIs) and Notices of Termination (NOTs) for stormwater Construction General Permits (CGPs) - these are for the Environmental Protection Agency and other applicable agencies.
  • Provide recommendations for installation and maintenance of best management practices (BMPs), erosion control devices (ECDs), and environmental exclusion areas during construction.
  • Use topographic maps, GPS units, aerial photographs, and other maps and tools in the field.
  • Support the creation of water resources reports and Clean Water Act permitting documents.
  • Support compliance of Clean Water Act (CWA) permits during construction and maintenance activities.
  • Support general natural resources tasks, including general biological surveys and report preparation.


Experience and qualifications for success

  • A minimum of a few months of experience in SWPPP and/or environmental compliance inspection of oil and gas/pipeline, transmission projects, and/or renewable energy projects required; 1-2 years of relevant compliance inspection experience preferred.
  • Able to inspect pipelines and oil & gas and transmission related facilities.
  • Familiar with soil erosion control and BMP installation and maintenance.
  • Familiar with agricultural mitigation plans/drain tile repair.
  • Able to work in remote areas, use ATVs or other four-wheel drive type vehicles.
  • Must have a clean driving record and pass a background check.
  • Ability to spend 50-75% of the time in the field.

An employee in this Albuquerque, New Mexico-based position can expect a hourly rate of: Assistant Staff Compliance Specialist -- $23.00/hour to $29.50/hour; and Staff Compliance Specialist -- $26.00/hour to $33.00/hour. Actual pay within this range may depend on experience, qualifications, geographic location, client requirements where applicable, and other factors permitted by law. Regular-status employees are also eligible for performance bonuses.
