DEPARTMENT OVERVIEW

Administratively located within the Finance, Operations, and Administration (FOA) division, our primary duties are to promote, facilitate, and provide expert consultation for EH&S programs in support of university operations. We are responsible for monitoring compliance with environmental, health and safety programs intended to minimize or prevent occupational injuries and illnesses in the workplace and to protect the quality of the surrounding environment. EH&S advises the campus community on responsibilities with respect to health, safety and environmental issues; recommends appropriate corrective actions; and helps implement new health and safety programs. EH&S also acts as liaison between UCSC and various external agencies and regulatory bodies. Our actions and decisions have the potential for high visibility and serious consequences to the campus and the community. EH&S programs include a broad and complex range of disciplines including areas such as laboratory and research safety, industrial hygiene, environmental management, radiation safety, hazardous materials control, information technology, ergonomics, biosafety and emergency management

JOB SUMMARY

Under the direction of the EH&S Health and Safety Programs Manager, the Safety and Industrial Hygiene Specialist manages essential aspects of the campus general safety and industrial hygiene programs with an emphasis on water intrusion mitigation, indoor air quality (IAQ) evaluation, injury and illness prevention, hazard communication, hearing conservation, and confined spaces. This position will also support the asbestos and lead management programs, general safety engineering and training programs, the campus respiratory protection program, and other industrial hygiene functions as they arise. This position will carry out industrial hygiene tasks, surveys, and assessments related to hazardous building materials, indoor air IAQ issues, situations involving chemical, physical, and biological hazards, and serves as an essential member of the EH&S Incident Response Team. Active engagement and collaboration with other EH&S staff is paramount.

APPOINTMENT INFORMATION

Salary Information: Salary Range: $68,400 - 90,000/annually. Salary commensurate with skills, qualifications and experience.

Under California law, the University of California, Santa Cruz is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary above the posted range. The salary shown above is the budgeted range the University reasonably expects to pay.

JOB DUTIES

50% - Safety and IH Support

  • Develops, implements, and monitors environmental and safety programs, systems, procedures, and training in one or more of the following fields: industrial hygiene, environmental health, pest control, occupational safety, ergonomics, laboratory safety, biosafety, controlled substances, environmental protection, fire safety, radiation safety, hazardous materials control and hazardous waste management (may include shipping). Designs new and / or recommends improvements to existing processes and procedures.
  • Focuses on campus safety and industrial hygiene programs, including injury prevention initiatives and industrial hygiene investigation and sampling. Manages campus hearing conservation program and confined space program. Supports campus asbestos and lead management programs, including sampling and documentation. Provides support to other EH&S projects and functions as needed.

25% - Investigation

  • Performs technical work, including sampling and/or monitoring, related to field(s) of expertise. Includes indoor air quality monitoring, select chemical monitoring, hazardous building materials surveys, noise measurement and dosimetry, and other activities as needs arise.
  • Inspects, investigates incidents and complaints, and recommends corrective action as needed.

10% - Training and Communication

  • Performs outreach and communication to organization within relevant field. Provides training within several EH&S areas. Training audiences may include campus facilities personnel and satellite locations.

5% - Reporting

  • Drafts reports and other documentation, including use of relevant scientific data.

5% - Regulatory Compliance

  • Within specific field maintains knowledge / expertise on existing / proposed changes in all regulations; interprets and applies relevant laws, regulations, codes and standards, including making recommendations for work environment changes based on interpretations and principles of professional practices.
  • Creates and adjusts methodologies to meet changing regulatory and scientific environments. Monitors compliance and may serve as organization liaison with regulatory agencies.

5% - Incident Response

  • Participate as a member of the EH&S incident response team as needed. Provides support to campus disaster preparedness activities, responds to hazardous materials releases, and serves in the appropriate response role based on training and expertise.

REQUIRED QUALIFICATIONS

  • Bachelor's degree in related area and / or equivalent experience / training
  • Thorough knowledge / understanding of occupational safety or industrial hygiene, including related laws and regulations; and general awareness of all Environmental Health and Safety (EH&S) fields.
  • Thorough knowledge and skill in applying and interpreting applicable local, state, and federal regulations and related standards and guidelines.
  • Thorough verbal, and interpersonal communication skills, including political acumen and skill to communicate effectively in a diverse environment.
  • Thorough written interpersonal communication skills, including political acumen and skill to communicate effectively in a diverse environment.
  • Strong analytical and organizational skills to organize, prioritize and manage the successful completion of projects within time and budget constraints.
  • Strong skill to appropriately use technology and relevant scientific equipment as required.

PREFERRED QUALIFICATIONS

  • Professional certification preferred.

SPECIAL CONDITIONS OF EMPLOYMENT

  • Ability to work long periods of time at a computer with or without accommodation.
  • Ability to perform essential physical job functions including:
    • Ability to perform work in a rugged physical environment and inclement weather with challenging infrastructure requirements.
    • Ability to do occasional work in confined spaces such as attics and trenches while bending, stooping and/or kneeling with the possibility of being exposed to live electrical circuits and machinery.
    • Ability to work in conditions of variable temperature/weather with possible exposure to strong, unpleasant odors, high levels of noise and vibrations, and exposure to dust and allergens.
    • The ability to ascend/descend ladders with or without accommodation.
    • Ability to sustain exposure to dusty, noisy environments and inclement weather as necessary to carry out assigned duties and responsibilities.
  • Ability to conduct outdoor site visits, including use of required personal protective equipment, as required to conduct investigations, inspections, or view work in place.
  • Will be required to work a hybrid work schedule, days of the week and number of days to be determined, and be able to fulfill requirements of the UCSC telecommuting agreement.
  • Ability to work occasional evenings and weekends as directed.
  • Ability to respond to emergencies after hours as necessary.
  • Selected candidate will be required to complete training within established time frames as directed including UC compliance training.
  • Ability to work safely in areas where hazardous materials are present or stored.
  • Ability to wear a respirator in accordance with the California Code of Regulations Title 8, 5144.
  • Ability to wear proper safety attire (long pants, closed-toe shoes, etc.) and personal protective equipment common in a laboratory setting.
  • Ability to read signs and follow directions on labels that are written in English as well as ability to read and understand Material Safety Data Sheet (MSDS) and the proper use of chemical compounds.
  • Ability to travel to multiple work locations on and off campus.
  • Ability to travel within a defined regional or service area.
  • Ability to maintain appearance and conduct suitable for working in a professional setting.
