Teacher - Special Education/College & Career Language

As outlined in the district's , we recognize the critical need of ensuring students in middle and high school grades have the literacy skills in place in order to access grade level courses and be on track for graduation. In SY 22/23, the district will pioneer a College & Career Language Course in a small number of schools serving grade 6 and 9 students. The course will be offered to students that are well below grade level in reading based on the district's diagnostic data; specifically, students reading at grade 3 and below and students reading at level 4 and above. Students enrolled in this course will also participate in their standard English course for their grade level.

In this pioneer year, the course will be co-taught by a general educator and special educator. Those hired to teach this course will carry a full course load. Additionally, they and their schools will commit to participating in a professional learning community with other teachers that teach this class across the district. The professional learning community will meet throughout the year, participating in ongoing professional development and collaboration, to engage in continuous improvement around the structure and delivery of this course in support of address students' skill gaps.

Plans and implements, an instructional program, monitors individualized education programs, provides appropriate specialized educational instruction and works closely with general educators to ensure continuity of services for meeting the specific needs of students with disabilities within this specific course for students in grades 6 and 9. Manages student behavior, assesses and evaluates student achievement, and modifies instructional activities as required.

The special education teacher is responsible for supporting student achievement in English Language Arts, with special attention to reading. The special education teacher provides individual or small group instruction to students who are struggling academically. This position is also responsible for monitoring, reporting, and communicating student progress and performance.


Essential Functions



  • Provides direct instructional services to students with disabilities based on their Individualized Education Program (IEP).
  • Assesses individual students with disabilities for the purpose of preparing and implementing individual educational programs.
  • Develops, adopts, modifies, and individualizes educational materials, resources, techniques, methods, and strategies to meet the needs of students with disabilities within the Baltimore City curriculum framework.
  • Demonstrates competence in the subject fields pertinent to the instruction of students with
  • Maintains appropriate records and documents the prescriptive progress of special education children in both the reading program based on established instructional
  • Assumes direct responsibility for the development of appropriate behavior of students within the school setting by establishing and maintaining effective discipline and management procedures.
  • Evaluates the academic and social progress of special education children in the reading class on a continuous
  • Serves as a member of the school IEP Team committee as
  • Works with parents of special education children to ensure ongoing communication and instructional support system.
  • Coordinates instructional activities and collaborates with other professional staff both school - and non-school-based, as required to maximize learning opportunities.
  • Assigns work to and oversees aides and parent and student volunteers, if
  • Ensures classroom and/or instructional environment is attractive, healthful, safe, and conducive to learning materials are in good condition and assessable to students.
  • Uses both traditional and innovative instructional methodologies in working with various sub-groups within the populations of students with disabilities.

  • Participates in in-service training, staff development activities and staff meetings as
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies and the professional standards.

Desired Qualifications



  • Bachelor's degree must be from an accredited college or institution.
  • Valid MSDE Standard Professional teaching certificate in special
  • Participants in a Maryland State approved resident teacher or alternative teacher certification program may also be considered with the requirement that they must meet Maryland State Department of Education certification requirements for special education teacher by the completion of the program.
  • Knowledge of federal laws protecting the educational services for students with
  • Knowledge of content, curriculum, methods, materials, and equipment of instructional specialty to which assigned.
  • Preferred direct experience with foundational literacy development.
  • Experience working with adolescent learners.
  • Preferred experience with a co-teaching model.
  • Demonstrates an understanding and use of equitable and culturally responsive practices.
  • Demonstrated knowledge of the Maryland College and Career Ready Standards for Literacy.
  • Knowledge of the school's program of studies related to assignments and mission, goals, and organization is preferred.
  • Excellent oral and written communications and human relations
  • Ability to effectively communicate and analyze the special education
  • Ability to select instructional planning, management, and evaluation procedures that relate to students' needs and the demands of the instructional environment.
