Administrator - Substitutes

Note: This is a grant-funded position through June 30, 2024. Based on the results of the grant funded position, it may be extended to a permanent position thereafter.

Under the direction of the Director - Recruitment and Selection, the Administrator - Substitutes will assume a lead role to recruit, screen, and onboard substitute teachers, supporting the Blueprint for Student Success by ensuring every teacher absence and vacancy is covered by a high-quality substitute. The Administrator's responsibilities include training the Associate - Substitutes to build and execute tactics to identify and initiate communication with a broad network to build large, high-quality, diverse candidate pools for substitute teaching positions. The Administrator - Substitutes is expected, primarily, to be a relentless ambassador for City Schools and constant communicator with both individuals and broad audiences. Additionally, the Administrator - Substitutes will complete candidate screenings to identify qualified substitutes and onboard them to City Schools. The Administrator - Substitutes will collaborate with Human Capital Partners on the Talent Management Team on targeted recruitment strategies and activities and ensure schools have the substitutes they need to fill all instructional absences and vacancies.


Essential Functions



  • Manages, trains, and works alongside Associate - Substitute(s) to performs front-end recruiting (e.g., sourcing, screening, testing, and selection) for substitutes according to job criteria, using computer databases, networking, internet recruiting resources, cold calls, social media, employee referrals, and any other available methods and media.
  • Partners with principals and the recruitment and staffing teams to support the selection and onboarding of substitute candidates.
  • Manages Substitute postings via the Application Tracking System to support recruitment and sourcing requirements, candidate communication, maintain up to date candidate status, and support the deliberate deployment of substitute talent to schools.
  • Ensures effective communication with the recruitment and staffing teams, principals, and substitute candidates throughout recruitment, selection, and onboarding processes.
  • Participates in planning and conducting job fairs, grassroot recruiting, and other similar activities.
  • Participates in virtual and in-person external recruitment events.
  • Identifies, perform outreach to, and track diverse potential applicants for City Schools' substitute teacher positions by conducting research and using a variety of resources and networks.
  • Establishes and maintain strong, positive working relationships with principals and their assigned Human Capital Partners to ensure that recruitment activities are aligned with hiring managers' needs.
  • Performs credential reviews for candidates in accordance with established district, state and federal regulations and requirements.
  • Informs potential applicants about City Schools' programs, benefits, and job opportunities.
  • Ensures substitute candidates complete all new hire requirements for orientation and onboarding.
  • Directs and/or redirects actual and potential applicants to job postings that are most aligned with candidate qualifications, matching individual interests and experiences with district needs.
  • Develops tailored, strategic individual communication based on audience.
  • Monitors the effectiveness of electronic applicant tracking system functionalities and support ongoing improvement of this and other systems to ensure candidate and hiring manager satisfaction.
  • Provides human capital metrics and analytics reports to inform Office of Human Capital managers to enable fact-based decision making and to support the organization in staying abreast of workforce needs/supports, patterns and trends.
  • Stays abreast of changes in City Schools' policies, procedures, negotiated agreements, school/student achievement and business function data, performance data and core human capital areas as they relate to delivering quality human capital services to all customers and increasing workforce effectiveness.
  • Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
  • Performs and promote all activities in compliance with equal employment and nondiscrimination policies; follow federal laws, state laws, school board policies and professional standards.



Desired Qualifications



  • Bachelor's degree required in human resources, education, business administration, organizational leadership, or a closely related field from an accredited college or university.
  • Five years of relevant experience in recruitment, K-12 education, marketing, advertising, or sales.
