Staff Associate - Enrollment and Attendance (Bilingual/ESOL)

The Staff Associate will assist the Director of Enrollment and Attendance in managing City Schools' middle and high school choice processes, review transfer applications, analyze data, make school assignment recommendations, and coordinate services with School Support Liaisons to work with school personnel on attendance initiatives.


Essential Functions



  • Coordinates; trains and provides regular support for school-based choice liaisons at elementary, middle and high schools.
  • Collaborates with Communications, Information Technology, and other offices throughout the district to provide parents, students, schools and other stakeholders with timely and helpful information about the school choice process.
  • Analyzes school choice participation and outcome data to determine success and further actions.
  • Implements student enrollment and transfer plans, policies and procedures.
  • Meets with parents, families and students to review and make recommendations regarding City Schools' choice applications.
  • Provides direction to parents and guardians and school staff regarding voluntary transfer requests to re-assign students to schools based on student interest.
  • Processes student transfer applications.
  • Verifies data provided on application forms and transfer requests.
  • Makes recommendation for placement based on the Enrollment and Transfer Policy and placement of students.
  • Resolves tuition status of non-resident students as related to school assignments, i.e. verifies residency, authorizes billings and resolves tuition issues.
  • Administers all relevant State and Federal placement and transfer requirements, including the No Child Left Behind (NCLB), Title I, and Persistently Dangerous school choice programs.
  • Maintain collaborative communications and working relationships with school, area and central administration management and staff.
  • Keeps abreast of current developments, legislation, literature and technical sources of information relevant to Enrollment and Attendance.
  • Coordinates attendance training in accordance with guidance and policies outlined in Attendance and Truancy Guidance.
  • Provides direction for student enrollment and placement based on guidelines provided in Maryland Compulsory Attendance Law.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination polices; follows federal laws, state laws, school board policies and the professional standards.

Desired Qualifications



  • Bachelor's degree in a related field, Master's degree (preferred). Degree must be from an accredited college or institution.
  • Fluency in Spanish at the conversation level and familiarity with Latino cultures.
  • Three years of related enrollment experience in enrollment, transfer, and withdrawals and/or utilizing a school choice program.
  • Experience in a school district utilizing a school choice program is preferred.
  • Experience improving processes, accelerating performance, and providing transparent services and good customer support.
  • Knowledge of NCLB law, guidelines, and requirements to include Title I.
  • Knowledge of OCLA guidelines and processes a plus.
  • Excellent written and oral communication skills, including creating and giving professional presentations and trainings.
  • Proficiency in the use of technical computer applications including Microsoft Word, Access, Excel and PowerPoint.
