The Human Capital Office's Talent & Organizational Development department leads the district's strategy around one of the Blueprint focus areas: staff leadership. This department is guided by a vision that all staff members across all employee groups will "lead from their seat" to contribute to organizational effectiveness and student success. As a large urban school district with over 11,000 employees serving 80,000 students, the district requires a highly strategic, and diversified approach to talent development and organizational development. In City Schools, the other two Blueprint focus areas (literacy and student wholeness) serve as grounding for much of the district's learning and development, especially activities focused on Principals, teachers, and related service providers. Meanwhile, in recent years, the district has invested in new ways in more comprehensive staff development, seeking to expand and coordinate learning opportunities for paraprofessionals and school-related personnel, skilled trade workers, a wide variety of District Office staff members - including senior leaders, and more. The Talent & Organizational Development department is structured to focus on three areas of work. The department (1) guides and tracks learning and development across all employee categories in partnership with professional learning providers across the organization, (2) directly facilitates the district's principal and teacher pipelines and induction programs, and (3) implements educator career pathway activities as directed by district-union partnership committees.

Also includes, facilitating learning and leadership development to cultivate a culture in which effective staff are valued, challenged, and contributing toe equitable and excellence for all City Schools students. To make this possible, the Educational Associate, Organizational Development is primarily focused on strengthening City Schools to fulfill its mission through capacity building of individual employees, teams and/or departments without compromising core values. The successful candidate will seamlessly operate at both the strategic and tactical level through developing blended training and e-learning modules, curating learning modules within various learning platforms, meeting the needs of multiple constituencies, as well as designing curriculum and facilitating off-the-shelf and internally produced material. This role must be able to provide tangible value; navigate through a complex, relationship-based, organization; and collaborate effectively to get work done through others. The Educational Associate will use data-driven techniques including assessments, meetings, interviews, focus groups, surveys, and observations to develop, facilitate and advise on learning and organizational development interventions.


Essential Functions



  • Creates, executes, and sustains innovative formal and informal learning systems that meet unique needs for distinct management populations in both schools and district offices including but not limited to opportunities such as fellowships, workshops, lunch and learns, on-demand learning, retreats, certificate programs, book clubs, administrative professional conferences, leadership academies, mentoring programs, etc.
  • Coordinates with Director, Systems Learning and Development and Analyst, Learning Management to continuously measure program effectiveness.
  • Master facilitator with responsibility for leading culture-changing programming and development interventions.
  • Coach trainers and facilitators offering powerful insights into group dynamics and the most challenging situations that arise during trainings.
  • Creates, executes, and sustains train-the-trainer models for key learning modules to be rolled out across the district's dispersed school-based and district office employee population.
  • Designs and facilitates learning including customized off-the-shelf content, in-house developed content, and train-the-trainer materials.
  • Partners and collaborates with Human Capital, learning development professionals and district office managers to identify development needs/gaps and define desired outcomes.
  • Designs learning modules that demonstrate mastery with story boarding consistent with adult learning theory and instructional design principles.
  • Manages internal and external facilitator relationships, as well as manage vendor relationships and onboarding/orientation to City Schools development approaches.
  • Partners across district offices to weave culture into the system.
  • Creates and leads Facilitator Community of Practices (COPs) to foster learning agility and build facilitation capacity across the organization.
  • Drives cultural change by deploying organization-wide core development competencies that cascade to achieve learning strategic objectives in talent acquisition, performance, development and coaching, and team effectiveness.
  • Ensures all aspects of development incorporates and strengthens the district's commitment to racial equity and inclusion.
  • Negotiates and manages major third-party contracts for the delivery of learning and training services, establishing the standards and metrics to track delivery.
  • Designs and administers organizational assessments, engagement, and culture surveys, and supports the implementation of results-based and action-oriented interventions and strategies.
  • Maintains knowledge of best practices and organizational culture to develop and deliver targeted and effective leadership development and engagement programs and initiatives.
  • Coaches' individuals and teams, as needed.

Desired Qualifications



  • Bachelor's degree with at least 10 years related experience; master's degree and related certifications a plus. Degree must be from an accredited college or institution.
  • Eligibility for Maryland Standard Professional or Advanced Professional teaching certificate.
  • Five years' experience in developing and delivering professional development in a school district, large human services organization, or a comparable organization/company.
  • Subject matter expertise in adult learning theory, modern learning practices, adaptive leadership, and best practices for instructional design.
  • Experience assessing needs and developing learning content?instructional design experience is a

  • Excellent project management, planning and analytical skills; able to anticipate problems in advance taking a solutions-oriented approach.
  • Strong verbal and written communication skills, with exceptional writing and editing skills.
  • Passionate about developing others and helping them grow on their professional journey.
  • Demonstrated competency in managing details and ability to balance multiple priorities in a fast-paced work environment.
  • Skilled in facilitation, executive coaching, presentations, and group dynamics.
  • Understanding of psychometrics and working knowledge of several psychological assessments preferred.
  • Ability to apply a results-based approach to leadership development programs and a commitment to advance educational equity.
  • Knowledge of laws, regulations, rules, and policies affecting City Schools' educators.
