Learn more about the benefits of working at UC Brief Summary of Job Duties The MCDB Director of Finance (DOF) manages the day-to-day operations of the MCDB departmental Finance Services Office. Management responsibilities include oversight of all contract and grant preparation and administration, bookkeeping, personnel/payroll, accounts payable, recharge, travel, entertainment and reimbursements, Biology Storeroom database management and provides full accounting services to the Life Science Computing Group. The DOF also provides accounting services to various other research institutes within MCDB. Is the resource person for the Department and must have intimate knowledge of all aspects of departmental, program, and grant administration and of their related UC and agency policies, procedures, and guidelines. Job Functions/Percentage of Time/Duties Financial Services Management - 50% The MCDB Director of Finance is responsible for the provision of supervisory oversight for all departmental financial operations including: Accounts payable, rate and recharge accounting, payroll and human resources issues, contract and grant proposal preparation and awards administration, faculty start-up administration and accounting, faculty retention package administration and accounting, gift and various donor accounting. The incumbent also administers the following Endowed Chair funds and accounts: Garland Chair, Wilcox Chair and Carbon Chair. The incumbent provides accounting assistance and BARC billing services for both the Sanford-Burnham Medical Research Institute ( Dr. Errki Ruoslhati) and the Sanford-Burnham Center for Nanomedicine (Dr. Jamey Marth). The incumbent provides full accounting services for the Life Science Computing Group (LSCG), which is an independent entity that provides all Life Sciences computing system services to MCDB, EEMB, the Psychology Department and the Neuroscience Research Institute (NRI). The incumbent analyzes and prepares all student lab fees and lab fee proposals. The incumbent, in conjunction with the MCDB MSO, performs detailed monthly reviews of the MCDB department's and various programs' financial status, and provides support to the MSO and Chair with the compilation of statistics and report presentations. The incumbent maintains the Biology Storeroom database and administers storeroom recharges to approximately 25 other campus departments who are regular storeroom users. The incumbent represents MCDB on campus-wide committees, as requested by department management. Computerized Accounting Systems Development - 15% In consultation with the Manager, assists in the design, development, training and problem resolution of the computerized accounting software programs used in the Financial Services. Works closely with consultants in upgrading, testing, and maintaining the existing GUS financial computer programs. Evaluates and tests the departments internal accounting system and procedures for accuracy, efficiency, and adequacy. Serves as the resource person within the department for the GUS system. Trains and advises other employees on the operation of the system, and establishment of operations procedures and resolution of record keeping problems within the Department. Also serves as GUS consultant for other campus departments, on a volunteer basis. Human Resource Management - 10% Is responsible for the management and staff supervision of the Departments financial operations. Supervises Financial Services Office staff (2.0 FTE, Analyst III, Administrative Assistant III ) in the areas of departmental and contract/grant development, proposal preparation, administration and accounting. Provides direct supervision and training of employees who administer and maintain departmental and/or research financial records. Provides significant input into the recruitment and hiring of persons under direct supervision, trains all new and current employees, and establishes employee work standards and conducts performance evaluations. Contract and Grant Administration - 20% Administers the contracts and grants awarded and gift donations to the MCDB Department and its Principal Investigators, Researchers and Graduate and Undergraduate Researchers. Primary granting agencies include NIH, NSF, American Cancer Society, UC Academic Senate, UC Instructional Development, UC Aids, and UC Tobacco Research Programs. Donations are received from pharmaceutical firms, research organizations, public entities, and companies that collaborate with principal investigators and researchers in the Departments. Maintains accurate accounting records for each fund source, monthly balancing each fund source to the Campus GLO, keeping each PI or researcher apprised of spending rates and alerting them to potential fiscal or other problems that may arise. Drafts and prepares internal memos and/or internal letters for PI and/or Chair's signature which involve grant administration, (i.e. request for no- cost extension, rebudgeting of grant award, etc.). Drafts and prepares for PI and/or Chair's signature letters and memos (i.e. appointment letters, exception to UC policy, etc.) for academic appointments for researchers supported from grant and contract awards. Department Administration - 5% Provides oversight all personnel records for each Department's career employees, (e.g. PPS data entry, I-9, Oath & Patent, etc.). Also prepares various monthly payrolls, via PPS, makes appropriate adjustments to PPS on-line reporting, as needed for Deduction for Leave Without Salary, payment of terminal vacation pay or payment of compensatory time. The incumbent has designated signature authorization on departmental accounts. Approves all departmental and grant invoices, monitors all expenditures by project code and brings to the attention of the Manager all financial matters that require higher level disposition. Is the back-up resource person for MCDB in the area of Human Resources and the primary resource regarding accounting policy and procedures. The incumbent performs other duties as directed.
