Department Overview
University of California Health (UCH) comprises six academic health centers, 20 health professional schools, a Global Health Institute and systemwide services that improve the health of patients and the University's students, faculty, and employees. All of UC's hospitals are ranked among the best in California and its medical schools and health professional schools are nationally ranked in their respective areas.

The Health Policy and Regulatory Affairs (HPRA) function within UC Health develops and executes UC Health's policy and regulatory agenda, which spans the breadth of health professions, education and workforce, clinical care, research, and operations. HPRA works in collaboration with key stakeholders across UC Health, including campus health leadership, chancellors, regents and state and federal government agencies.

Position Summary

Reporting to the Associate Vice President (AVP) of Health Policy & Regulatory Affairs, the Senior Policy Analyst is responsible for research, analysis, and coordination of state and federal legislative, budget, regulatory, and other policy matters impacting UC Health. The incumbent uses advanced operational concepts and objectives to resolve highly complex issues. This position works with subject matter experts and leaders across the UC System as well as external partners to assess the impact of policy proposals and develop solutions to a wide range of issues impacting UCH.

Key Responsibilities

  • 40% Research and policy analysis: Conduct and coordinate research and analyses of proposed legislation, budget, regulatory, and other policy matters. Advise UC Health leadership on potential policy, operational, and fiscal impact of policy proposals. Develop comment letters, issue briefs, fact sheets, memorandums, talking points, and other informational material on pertinent health policy topics. Research and respond to policy inquiries.
  • 25% Coordination: Facilitate communication and collaboration within UC Health and with external partners and stakeholders to advance UC Health's policy agenda, including meeting facilitation, relationship development, and conflict resolution. Monitor, track, and summarize legislation, regulatory and other policymaking activities and lead or participate in internal and external meetings and proceedings. Collaborate with UC state government relations colleagues and membership associations to further UCH's policy objectives.
  • 20% Proposal development: Prepare and manage UCH's legislative, budget, and policy proposals, including conducting research, reviewing proposals from UCH stakeholders, and collaborating with UC colleagues in the UC policy development process. Work with UC colleagues and external stakeholders to facilitate enactment of proposals. Review and vet proposals from outside entities.
  • 15% Other functions: Support UCH leadership to prepare for meetings, hearings, and engagement with stakeholders and state and federal agencies by collecting information, preparing presentations, and other tasks. Participate on teams within UCH, and other duties as assigned.

Experience
Required Qualifications

  • Minimum seven (7) years of experience and/or equivalent training in health policy analysis or research.

Skills and Abilities
Required Qualifications

  • Strong background in policy analysis techniques, including ability to analyze and interpret regulations, legislation, and other government documents and tie policy developments to relevant data.
  • Knowledge and understanding of the organization and operation of state and/or federal governments and the legislative and administrative process at the state and/or federal levels.
  • Excellent writing, editing, presentation, and facilitation skills.
  • Ability to work in a collaborative environment with high attention to detail.
  • Demonstrated communication and interpersonal skills to communicate effectively, both verbally and in writing.
  • Ability to prioritize and coordinate a diverse workload and multi-task with demanding timeframes.
  • Ability to exercise independent judgment within organizational systems to meet assignment objectives.
  • Ability to use discretion and maintain a high-level of confidentiality.

Preferred Qualifications

  • Understanding of state and federal health care public policy issues impacting academic health centers.
  • Experience with and/or strong knowledge of academic health center programs and state or federal advocacy efforts.
  • Experience developing and moving policy proposals through legislative or administrative processes at the state or federal level.
  • Knowledge of University processes, protocols and procedure. Familiarity with working in health care policy research.
  • Advanced degree in related fields of study.

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
