Overview

As an Air Quality Senior Project Manager/Principal for Civil & Environmental Consultants, Inc. (CEC) you will lead air permitting compliance programs for private-sector clients with complex technical/regulatory issues in the manufacturing, oil & gas, power, food and beverage, solid waste, and mining industry consulting groups. You'll develop and maintain strong relationships with clients to understand their processes and develop permitting and compliance strategies to help their facilities maintain operating flexibility. You will also represent the company at conferences and in meetings to resolve project issues, plan and coordinate work, and negotiate contracts. You will work closely with other CEC air quality practice members across the country to develop opportunities, build business relationships, and apply best practices to address client needs, and mentor junior and mid-level staff in the proper planning and execution of air quality projects, and in directing or conducting technical reviews of client deliverables.



Qualifications

    BS or MS in engineering (chemical or environmental), environmental science, or related degree;
  • 15+ years of relevant experience in air quality/compliance;
  • Consulting or industry experience working with Federal Clean Air Act, NSR Construction Permitting, Title V, RECLAIM, AB2588 "Hot Spots" Program, Federal and State air regulations and air regulatory compliance assistance;
  • Established relationships with USEPA and major California air quality management districts and California Air Resources Board (CARB);
  • Exceptional communication skills, strategic thinking, negotiation, and presentation skills;
  • Established network of potential clients;
  • Experience supporting California Environmental Quality Act (CEQA) studies, permits, and applications for air;
  • Experience performing CalARP and Federal RMP studies;
  • Competence in conducting/supporting Health Risk Assessments (HRAs) and air dispersion modeling experience (HARP2, AERMOD, AERSCREEN, SLAB, RMP*COMP, CalEEMod).

Here's What We'd Like to See:

  • Well established reputation and recognition as a technical expert in the marketplace;
  • Professional Engineering license in California (Environmental, Chemical) preferred but not required;
  • Proven experience in business development for air quality/regulatory compliance projects, with the ability to contribute to new sales;
  • Established relationships with industrial trade and professional organizations;
  • Working relationships with regulators in major California air districts and ARB (SCAQMD, BAAQMD, San Joaquin Valley APCD, San Diego APCD, etc.), private-sector industrial companies in the region, and local municipal governments.
