Project/Unit Description

The Architectures (ARCH) Branch in the Command, Control, and Communication Division (C3D) within the Sensor and Electromagnetic Application Laboratory (SEAL) in Smyrna, Georgia is a team of multidisciplinary researchers focused on identifying and delivering critical state-of-the-art communications and networking technology solutions to address a wide array of problem sets within the sensor fabric. ARCH researchers possess intimate knowledge of U.S. Department of Defense communications and sensor capabilities, as well as adversary capabilities to impede and or defeat U.S. communications and sensor technologies. Architecture researchers provide application-specific solutions across a diverse sponsor base. Moreover, an ideal candidate should have in-depth operational experience with Ballistic Missile Early Warning Systems (BMEWS) and PAVE Phased Array Warning Systems (PAWS) Radars. In addition, prospective candidates should have knowledge and understanding of Air Force Space Surveillance, Missile Warning, or Missile Defense mission areas.


Job Purpose

The Operations Research Systems Analyst (ORSA) applies advanced analytical and systems engineering methods to help make better decisions. Researches, develops, and integrates new and existing system simulation frameworks, prediction models, logical models, and analyses. Models operational environments, performs trade studies via computer simulation and provides decision support for alternative architectures. Designs and/or develops decision support tools that integrate modeling and simulation into intuitive and interactive graphical user interfaces. Elicits information from Subject Matter Experts and stakeholders and iterates with them to develop qualitative models of their expertise and/or needs. Utilizes applied statistical analysis, machine learning, optimization, and visualization to support defensible decisions and decision processes. Conceptualizes, designs, and/or develops software solutions to implement system simulations, models and analyses. Develops, integrates, and tests software or conceptual ideas to implement decision making methods and processes. Develops methods, processes and/or software tools to help design, integrate and manage complex systems and system engineering processes.


Key Responsibilities

  • Manage all technical aspects of supporting defensible decision making, including directing multiple lab resources for large scale product or system deployments.
  • Manage sub-contractor resources supporting all system engineering areas.
  • Develop and implement approaches to address the customers' needs within schedule and budget.
  • Develop technical reports detailing models used and processes followed for developing or arriving to a decision support solution.
  • Review and verify work-products are consistent, accurate (if feasible given the limitations of the project and data available), and that they address the needs of the customer.
  • Teach and train Entry, Growing, and Career level researchers, and mentor Specialist level researchers.


Additional Responsibilities

  • Strong leadership and communication skills
  • Experience Preparing and briefing technical presentations at informal and formal meetings
  • Present technical concepts well in front of the customer
  • Design and develop new training courseware
  • Capable of traveling to the site for prototype activity as approved by the IPT
  • Provide peer review of key deliverables and milestones
  • Other duties as assigned


Required Minimum Qualifications

  • 5+ years of Nuclear Weapon operator experience
  • Experience with BMEWS, PAVE/PAWS Radar
  • Experience with Early Warning Radar systems (EWR)
  • Command and Control expertise
  • Experienced in Project Management
  • Experience in formal instruction methods, course development, training techniques, and material development


Preferred Qualifications

  • Active Top Secret Clearance
  • 9+ years of Nuclear Weapon operator experience
  • Ability to work in team environment
  • Familiarity/experience with DoD system development and delivery life-cycle
  • Working knowledge of Matlab
  • Instructional Systems Design experience
  • PMI PMP Certified


Travel Requirements

10% - 25% travel


Education and Length of Experience

  • 14 years of related experience with a Bachelor's degree in Physics, Mathematics, Aerospace Engineering, Electrical Engineering, Industrial Engineering, Computer Science or related field.
  • 12 years of related experience with a Masters' degree in Physics, Mathematics, Aerospace Engineering, Electrical Engineering, Industrial Engineering, Computer Science or related field
  • 9 years of related experience with a Ph.D. in Physics, Mathematics, Aerospace Engineering, Electrical Engineering, Industrial Engineering, Computer Science or related field experience.


Salary

$154,611 - $207,255


U.S. Citizenship Requirements

Due to our research contracts with the U.S. federal government, candidates for this position must be U.S. Citizens.


Clearance Type Required

Candidates must be able to obtain and maintain an active security clearance.
