We are currently seeking a dynamic and collaborative professional to serve as a lead auditor within the Strategic Audit team that conducts operational audits.

Working in a creative and fast-paced environment, the Lead Auditor will lead specialized audits by performing, reviewing, communicating, and reporting on assigned operational audits of USAC's program and non-program divisions. The individual in this position will assist audit management with the coaching of audit staff, and project management of audits.

Responsibilities

  • Participate in risk assessment efforts to understand and identify areas of greatest risk to the organization and the universal service fund and identify data analytic approaches and strategies that address the risks identified and provide greater assurance and coverage through automated testing.
  • Develop audit plans and procedures to address relevant risks and control objectives effectively and efficiently.
  • Perform project management duties over individual workload and workloads of audit team members.
  • Plan and perform compliance, financial, and operational audits in accordance with the Institute of Internal Audit (IIA) and other applicable audit standards.
  • Ensure compliance with established internal control procedures by examining records, reports, operating practices, and documentation.
  • Prepare clear and concise audit work papers, reports, and other communications to document audit procedures performed and exceptions noted.
  • Perform self and subordinate review of work paper documentation for quality assurance purposes providing value-adding review points which ensure that audit objectives are met.
  • Execute the necessary corrective recommendations for deficiencies identified during work paper review.
  • Provide value-adding recommendations for audit findings identified.
  • Communicate audit results, in oral or written format, to the auditee, USAC management and/or the Audit Committee.
  • Forge and maintain cordial professional relationships with auditees across divisions to facilitate the progress of audits.
  • Pursue professional development opportunities, including external and internal training and professional association memberships, certifications and share information with co-workers to contribute to the growth and development of the Audit and Assurance Division.
  • Provide on the job coaching; mentoring; and preliminary performance evaluation of less experienced members of the team at staff and senior levels.
  • Provide assistance for investigations, strategic initiatives, divisional special projects and any other assigned projects as needed.

About You

The successful candidate will excel at operating in a diverse and fluid environment and will be crucial for the success of the audit division.

  • Bachelor Degree (Master Degree preferred) and/or relevant technical training and certifications.
  • Five (5) to Seven (7) years of directly related experience.
  • Three (3) to Four (4) years of operational and/or technical experience.
  • One (1) to Two (2) years of Risk Assessment Experience.
  • High level of proficiency in the following tools: ACL, Microsoft Office Suite, Visio and MS Project.
  • Ability to absorb information from multiple sources and produce clear, accurate and concise communications.
  • Strong project management skills and experience with a proven history of results.
  • Ability to maintain a high degree of confidentiality and the ability to deal appropriately with sensitive information.
  • Excellent analytical and proven problem solving skills.
  • Ability to work well individually and in teams to share information, support colleagues and encourage participation.
  • Ability to travel out of town on a periodic, as needed basis.
  • Certified Public Accountant (CPA), Certified Internal Auditor (CIA), and/or Certified Fraud Examiner (CFE), preferred

Supervisory Requirements

  • Only indirect reporting relationships with professional and senior professional-level staff members.
  • Delegate assignments as needed.
  • Oversee audit functions as needed.
