Working in a creative and fast-paced environment, the Associate General Counsel- Director position will support the Deputy General Counsel and General Counsel in developing, managing, and implementing the Office of General Counsel's (OGC) work with the four Universal Service Fund (USF) programs and related divisions to ensure effectiveness and efficiency of operations and compliance with applicable laws and regulations

Responsibilities

* Provide legal and strategic support to attorneys on work related to the four USF programs.

* Draft, edit and analyze a variety of documents related to USF program legal work including appeals, memorandum, policies, agreements, and other documents.

* Direct programmatic legal work with internal divisions including Internal Audit Division, Finance, Procurement, and Enterprise Portfolio Management.

* Advise Senior Leadership on proposed responses and strategies as it relates to USF programs.

* Collaborate and work closely with OGC team to identify and develop efficiencies, improved communications, and streamlined processes for responses to business units.

* Perform legal research to ensure compliance with all relevant rules, laws, and regulations.

* Supervise special enterprise projects that impact the USF programs and USAC.

* Provide support to programmatic related procurements and other contractual matters

* Develop and review USAC and OGC policies and procedures.

* Serve as liaison between outside law firms, OGC and other USAC divisions.

* Responsible for mapping professional development and training for OGC attorneys.

* Perform human resource management activities including: identifying performance problems, developing plans for remedial action, evaluating performance, and interviewing and selecting staff.

* Communicate effectively both in writing and orally with internal clients concerning legal matters

* Foster teamwork and planning to achieve desired results.

* Participate in developing and implementing a division plan which supports and implements the organization's plan.

* Ensure compliance with all federal, state and local laws affecting USAC operations.

* Other duties as assigned.

About You

The successful candidate will excel at operating in a diverse and fluid environment and will be crucial for the success of the office of general counsel.

* Bachelor Degree (Master Degree strongly preferred) and advanced relevant technical training and certifications.

* Eight (8) to Ten (10) years of directly related experience.

* Five (5) to Seven (7) years of management experience.

* Three (3) to Four (4) years of business leadership.

* Six (6) years of experience in a law firm environment.

* Juris Doctorate degree from Accredited Law School.

* Experience working on matters of corporate governance and with a board of directors.

* Experience managing other attorneys and supervising support staff in a corporation; experience with cost-effective management of outside legal resources.

* Excellent skills in problem-solving, analytical skills and data oriented.

* Ability to influence at varying levels of the organization.

* Ability to deliver on complex situations.

* Ability to focus on achieving defined results, and exceeding goals and objectives.

* Ability to develop internal control methods, policies procedures, training, etc.

* Excellent verbal and written communication skills, with the ability to present complex and sensitive issues to stakeholders and staff in a persuasive manner.

* Strong facilitation, analytical and critical thinking skills.

* Proficiency in Microsoft Office Suite.

* Possess excellent project management and interpersonal skills
