SPECIALIZED EXPERIENCE IR-01: You must have at least one year of specialized experience equivalent to the next lower level payband or GS grade in the normal line of progression. Specialized experience includes one year of substantive supervisory or program management experience at the GS-13 or GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service. To be qualifying for this position your experience should be sufficient to demonstrate:
You must have experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations. Experience providing oversight and direction of program and major analytical studies related to the substantive, mission-oriented, financial management programs and systems of an organization; Experience providing program oversight to assure the financial policies and financial strategies related to complex financial management programs and systems meet the requirements of law, regulation, and generally accepted Government accounting principles; Experience applying knowledge of theories, principles, techniques and practices of finance applicable to the full range of financial operations and transactions involved in the Chief Financial Organization of the federal government; Experience applying knowledge of a wide range of financial or statistical qualitative, quantitative, evaluative, and analytical methods and techniques to assess program effectiveness that improve organizational effectiveness and efficiency; Experience applying a combination of accounting, financial, statistical, and economic practices, and principles necessary to make comparisons of business operations, form projection of income and expenses, determine fair rates of return, and estimates of value; Experience applying and using business valuation practices and principles, financial publications, trade publications, computer-based reference services, and other information sources; Experience developing, preparing, and reviewing agency directive, memoranda, organization-wide policy statements, and other written guidelines and recommendations that have agency-wide or organization-wide impact; Experience applying knowledge of the organization's policies, practices, procedures, and programs to provide guidance and leadership in carrying out program strategies and to ensure programs and plans include a long-term outlook consistent with customer needs; Experience applying leadership/management theories, techniques, and practices to direct and manage programs and financial management activities; Experience leading cross-functional teams; Experience applying written and oral communication techniques in order to describe and document analyses, share information, coordinate work efforts, communicate ideas to key officials, prepare and deliver reports, and engage in negotiations. Federal experience is not required. The experience may have been gained in the public sector, private sector or One year of experience refers to full-time work; part-timework is considered on a prorated basis.
