The Vice President of Enrollment Management and Institutional Effectiveness (VP) reports to the President and serves on the President’s executive team. The position leads the Enrollment Management and Institutional Effectiveness functions of the college. The VP is responsible for providing strategic research and management in the areas of business intelligence, academic master course scheduling, enrollment management and providing “real-time” analytics and reports in support of all divisions and stakeholders of the college support of South Central’s mission.
The position is responsible for all aspects of the Enrollment Management and Institutional Effectiveness office. This includes, but is not limited to the development, design and implementation of business intelligence dashboards, automation and measurement of processes, predictive modeling, and the college’s strategic enrollment efforts. The VP is also responsible for the development, review, implementation and oversight of budgets associated with the office, vendor evaluation and selection, and the evaluation of appropriate software throughout the College to support the college’s institutional effectiveness efforts as they relate to administration, staff, and students.
PRINCIPLE RESPONSIBILITIES AND RESULTS:
1. Provides leadership in the development and implementation of enrollment management and institutional effectiveness in the areas of business intelligence, academic master course scheduling, enrollment and providing “real-time” analytics and reports in support of all divisions and stakeholders of the college.
- Lead, supervise and direct personnel under their supervision, including but not limited to hiring, contracting, promoting, rewarding, assigning work, disciplining, suspending, discharging, and adjusting grievances to ensure that staff are skilled and available as needed, collective bargaining agreements and MnSCU policies and procedures are implemented and appropriately enforced, and projects are staffed correctly to meet deadlines and stay within budget.
2. Enrollment Management and Student Success
- Develops long-term enrollment and retention strategies and implements them to ensure classes are scheduled with the goal of increasing retention and completion for a diverse student body.
- Utilizes predictive analytics to provide enrollment forecasting and enrollment management planning.
- Provides market insight to drive strategic decisions and monitors local, state-wide, national, and international enrollment trends.
- Understands enrollment management as a research-based process: initiates research studies/projects, which aid in understanding the effects and outcomes of admissions and financial aid policies and practices.
- Lead the cross-divisional Strategic Enrollment Management committee to provide strategic planning for the oversight, implementation, and ongoing evaluation of institutional practices, opportunities for improvement, and capacity for growth.
- Oversee, monitor, and report on all college-wide planning activities—strategic enrollment management and strategic planning—and processes by coordinating and communicating regularly about the college’s efforts.
- Develop and implement a SOP for master course scheduling that ensures classes are scheduled to increase student enrollment, persistence, and completion rates.
3. Research & Institutional Effectiveness
- Lead and direct all Research and Institutional Effectiveness activities for the college.
- Serve as the Data Compliance Official and be responsible for the IRB Review Process.
- Identify improvements and establish best practices and processes in order to provide accurate and timely data to college stakeholders, including college administration, MSCF, Academic Deans, Human Resources, and others.
- Develop research methodologies, select, gather and analyze data to inform decision-making by SCC leadership.
- Foster collaboration college-wide to determine data and reporting parameters and expectations.
- Establish and maintain high standards of data integrity.
- Gather, develop, and implement appropriate planning and major project-related performance targets, metrics and benchmarks.
- Support effective decision-making through data analysis and policy recommendations by developing actionable business intelligence to inform decisions.
- Gather data, develop strategic research, and actionable intelligence that influence the college’s future, providing key trends and analyses in an effort to leverage environments both internal and external to the college.
- Create information feedback loop that automates, integrates, and aggregates information across the college.
- Represent the college at state and national research and institutional effectiveness conferences.
4. Manage accreditation efforts and related activities. Serve as the Accreditation Liaison Officer for the college.
- Lead strategic planning efforts for the college that engages internal and external partners.
- Lead the college’s ongoing quality improvement efforts for institutional accreditation activities by fostering a culture of continual improvement and measurement of process.
- Serve as the campus liaison for the Higher Learning Commission and other organizations related to institutional accreditation and quality processes.
5. Recommends and implements strategies, policies and procedures to support the mission, vision, and values of South Central College.
- Represent the college at local, state, regional and national meetings and/or committees.
- Perform other duties as assigned to ensure the smooth functioning of the department and maintain the reputation of the organization as a viable business partner.
Minimum Qualifications:
- Master’s degree in a research intensive social science field including but not limited to sociology, psychology, economics, or education policy from a regionally accredited institution.
- At least five years’ administrative experience in mid to senior level academic management.
- Ability to promote academic quality.
- Ability to lead under pressure with integrity and follow through on details.
- Ability to manage people, processes and projects.
- Ability to work collaboratively across departments throughout the college.
- Excellent organizational and interpersonal skills.
- Excellent problem solving ability.
- Strong customer service skills; commitment and ability to interact with diverse groups of faculty, staff, administration and college community.

Preferred Qualifications:
- Doctorate degree in an area relevant to higher education.
- Demonstrated successful managerial experience, including the ability to train and mentor campus members.
- Understanding of higher education administration and the current and future state of technology within the community college sector.
- Demonstrated instructional skills.
- Strong computer skills to include, Microsoft Word, Excel, Outlook, and PowerPoint required
- Experience with student or customer information/management systems preferred.
- Strong analytical and quantitative skills to produce, interpret and act on various management reports.
