WHAT YOU WILL DO

The Project Manager will be responsible for managing the complete project lifecycle of various initiatives in scope and size. The person in this position is one member of the OHCS PMO and is responsible for the development and management of several simultaneous projects. Projects initiated and managed by the person in this position lack detailed and specific guidelines, are of medium to large scope and impact, and may involve or affect federal program administration, other governmental agencies, or community partners.

MINIMUM QUALIFICATIONS

Five years of progressively responsible experience related to the class concept;OR

Four years of progressively responsible experience related to the class conceptANDan Oregon Project Management Associate Certification;OR

Two years of progressively responsible experience related to the class conceptANDa bachelor's degree in business administration, Management, Public Administration, or a closely related field;OR

A Project Management Professional Certification awarded by the Project Management Institute.

Oregon Housing and Community Services (OHCS) is Oregon's housing finance agency. We provide financial and program support to create and preserve opportunities for quality, affordable housing for Oregonians of lower and moderate income. Our vision is that all Oregonians can pursue prosperity and to live free from poverty. Across Oregon, housing has emerged as a paramount concern. The lack of available housing, high rents and high home prices are driving rapid increases in housing instability and homelessness. The data is clear: too many Oregonians are without a safe, stable, and affordable place to call home.

OHCS is placing a greater emphasis on strategic planning and the way we invest our resources. Recently, we have restructured, refocused, and reimagined our agency. Our work has led to an increased emphasis on data, research, and customer service. We are carrying that effort forward with the . The plan articulates the extent of Oregon's housing problem and what we can do to address it. OHCS committed to the Housing Stability Council and our stakeholders that the plan will be responsive to the needs of the state.

OHCS released its to update the agency's significant progress in meeting the goals outlined in the 2019 Statewide Housing Plan. We are now more than halfway into the five-year plan.

PROJECT MANAGEMENT OFFICE

The Project Management Office (PMO) operates within the Central Services Division to address portfolio management, program implementations, and project management across the agency. Initiatives assigned to, and developed by, this team include projects that support existing programs (e.g., Affordable Rental Housing, Homeownership, Housing Stabilization, Disaster Housing Recovery), implement new programs, and those related to administrative functions that support all divisions in the agency.

The PMO's primary responsibilities include the development, organization, prioritization, execution, and management of operational and program-specific projects. PMO partners with other divisions of the agency to lead implementation of new programs and control the scope, budgets, timelines, metrics, and deliverables of all projects in the agency portfolio. As OHCS is experiencing unprecedented growth with increasing expectations, the PMO must strategically prioritize and align projects to minimize bottlenecks and ensure consistency and organizational discipline.
