Job Summary
Prepare, process, submit, negotiate, and administer assigned sponsored programs proposals and awards. Sponsored programs include contracts, grants, and cooperative agreements from federal government agencies, state and local government agencies, not-for-profits (including other universities), and industry (for federal flow-through grants and contracts). Provide services and guidance to faculty and research staff including review, analysis, and interpretation of new awards. Monitor sponsored programs performance.
This position will interact on a consistent basis with: academic and research faculty and management, institute's functional departments, and the sponsor (customer) organization representatives. This position typically will advise and counsel academic and research faculty and management and provide overall contracting customer service to campus stakeholders

Knowledge, Skills, & Abilities
ABILITIES ' Remain current on government acquisition regulations in order alert management in a timely manner of possible business impact. ' Facilitate Prime contract execution by working with Government Contracting Officers as well as Contracting Officer Representatives, and individual Project Managers (PMs) ' Submit proposals, negotiate and execute Subcontracts issued to the institution ' Review, negotiate and execute Cooperative Research and Development Agreements, Associate Contractor Agreements, Teaming Agreements, Interpersonal Act Agreements, and Memorandums of Understanding ' Resolve contractual issues, including interpreting contract language and negotiating contract changes ' Understand and manage Indefinite Delivery/Indefinite Quantity Contracts and Basic Ordering Agreements. ' Interface with Office of Research Integrity Assurance to ensure compliance with regulation and institution policy. ' Interface with the Office of Industry Engagement to negotiate the institution's Intellectual Property rights ' Know and adhere to the organization's signature authority policy
KNOWLEDGE Specialized skills required for this job: 3-5 years of experience in federal contract management, including knowledge of non-disclosure agreements, teaming agreements, IDIQ Contracts, subcontracts flow-down requirements. ' Working knowledge of Federal Acquisition Regulations (FAR), DFAR to include to include areas pertaining to cost and pricing data, Organizational Conflict of Interest, Intellectual Property, and Government Property, and the Small Business Program. ' Familiarity with applications the Federal Procurement Integrated Enterprise Environment (PIEE)). ' Thorough understanding of different contract types (i.e., CPFF, FFP, T&M, LOE, etc.). ' Ability to build collegial relationships with colleagues, customers and sponsors. ' Ability to work well under pressure, handle multiple priorities, and meet deadlines. ' Ability to maintain a strong attention to detail under varying acquisition conditions. ' Strong computer skills, including proficiency in Microsoft Office (Word, Excel, PowerPoint). ' Excellent communication and organizational skills.
SKILLS ' Review solicitations, support research proposal preparation and processing, and submit proposals that are compliant with solicitation requirements. ' Advise Research faculty, Engineers and Staff on proposal submission process, regulatory compliance requirements and institute's polices. ' Prepare or obtain Contracting Documents required by the solicitation, including representations and certifications, Data Rights Forms, etc. ' Lead Project Director, technical team, and Sponsored Project Accounting in negotiations. ' Understand and manage contract terms from award to project close-out, including timely submittal of required contractual notices reports (e.g., limitation of funds, intellectual property reports, and government property reporting, as applicable). ' Coordinate with Project Directors during post-award to ensure contract requirements are fulfilled and contractual issues are handled in a timely manner ' Maintain current knowledge of relevant contractual procedures and practices.
