The Building Inspector/ Neighborhood Preservation Officer I/II performs technical and public contact duties related to the City’s neighborhood preservation, residential safety, and code compliance programs, including the identification, investigation, and correction of violations of the City’s municipal, zoning, housing, development, signage codes; issuance of citations, and initiation of abatement activities related to violations; and verification of corrections made. The selected candidate will enter data and retrieve information from various computer systems, work with owners and builders to close cases, perform necessary duties to understand diagrams, specifications, plans, and similar documents at a level necessary for efficient job performance. In addition, the Building Inspector/ Neighborhood Preservation Officer performs routine to complex inspections at various stages of construction, alterations, repair of residential, commercial, and industrial building sites to enforce building, plumbing, mechanical, electrical, environmental codes, other governing laws and ordinances, including, grading, fire, and safety regulations. This position ensures conformance with approved plans, specifications, standards, permits, licensing, and safety standards. The successful candidate will provide a variety of information to property owners, developers, architects, engineers, and contractors. The department may hire at either the I or the II level depending on the skills, certifications, licenses held by candidates in the pool of qualified applicants. IDEAL CANDIDATE: The ideal candidate for the current assignment will be skilled in code enforcement and neighborhood preservation, able to effectively communicate fair resolutions to complex problems within City and State codes, rules, and policies, be a persuasive and collaborative team member, and possess considerable experience in code enforcement, zoning and building codes, and be versed in principles, practices, methods, materials, techniques, and safety standards of building construction, inspection, code violation, investigation, compliance, and structural design for commercial, industrial, and residential buildings. The ideal candidate will possess previous public sector experience in code enforcement or inspecting residential, commercial, or industrial buildings desired but not required. The incumbent will communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax, and effectively convey and explain complex rules and regulations in simple terms to all members of the public and City. The individual will be energetic, possess a positive attitude, and excel under pressure and challenges. QUALIFICATIONS: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. ABOUT THE DIVISION: The Building and Code Enforcement Division is a crucial part of East Palo Alto’s Community Development Department responsible for ensuring that the construction and development, quality of life, permit issuance, plan review, field construction inspections and enforcement of municipal codes complies with applicable federal, state laws rules regulations and EPA’s municipal code. The Building and Code Enforcement Division ensures that construction projects adhere to the California Building Standards Codes, specifically outlined in Title 24 of California’s regulations and Code Enforcement is responsible for enforcing EPA’s municipal code. BENEFITS: The City of East Palo Alto offers an excellent comprehensive benefits package that includes: Union Membership: This position is non-exempt and subject to the overtime rules of the Federal Labor Standards Board and is part of the Service Employees’ International Union group (SEIU). Health Benefits: For medical coverage, the City contracts with Sutter Health and Kaiser Permanente. The city pays 100% employee only Kaiser Coverage and 65% Dependent Coverage up to the Kaiser Coverage Plan. Dental insurance: is through Delta Dental. The city pays full cost for employees only. Life Insurance: The City pays for coverage of $25,000 Retirement: CalPERS Classic Members - 2.5% @ 55 formula Employee pays 8% employee contribution. Tuition reimbursement: $600-$1,000 per year Deferred Compensation Plan: The City offers an optional 457 Plan through Mission Square.
