DEPARTMENT OVERVIEW

UC Treasury manages over $130B in annual cash flows and serves as a systemwide partner in cash and liquidity management, banking services, and cash forecasting.

POSITION SUMMARY

The Treasury Manager manages a team that analyzes and processes financial data related to banking and treasury services and operations. This includes cash management, bank fee analytics, and bank account management. Serves internal customers in a consultative role for systemwide financial and banking systems, always with an eye toward policy compliance and maximizing security and controls. Recommends banking solutions that benefit processes that will yield increased efficiencies and decreased expenses. Offers guidance on systemwide policies related to banking and treasury services and operations. Interfaces with Banks and Financial Service Providers to find and evaluate products and services to aid internal clients. Responsible for maintaining the treasury management system and the security of systemwide cash flows, representing over $100B annually.

Responsibilities

* Develops, recommends, and implements policies, procedures, and improvements for treasury operations in the context of a large, complex, decentralized system; maintains policy and security in line with system guidelines. Collaborates with business partners toward best in class treasury and cash management operations.

* Leads treasury and cash management operations and helps develop strategies to maximize efficiencies, safeguard assets, and minimize costs. Must make swift and prudent decisions that have direct consequences for investment effectiveness and cash operations.

* Ensures compliance with internal controls, policies and procedures in day-to-day conduct and leadership of cash management activities. Must liaise with compliance operations to ensure robust oversight of banking and cash management infrastructure, including support of banking administration.

* Oversees cash functions, including cash positioning, cash reporting and forecasting, EFT payments, transactional fraud management, FX management and hedging, and bank account setup within the Treasury workstation. Must make swift and prudent decisions that have direct consequences for investment effectiveness and cash operations.

* Provides and presents financial analysis to executive management to business partners and executive management, including but not limited to analyses of: forecast, bank fee, cash flow, liquidity, variance, ad hoc cash and banking related subjects.

Required Qualifications

* Minimum 10 years of experience working in a corporate Treasury role, managing banking/financial relationship services, corporate cash, forecasting or related, part of which time includes managing a team.

* Of the 10 years of required work experience, at least 2 years of experience working in a complex decentralized system of corporation.

Preferred Qualifications

  • * Successfully implemented a Treasury Management System (TMS) for a large institution.

Education

* Bachelor's Degree in Finance, Economics, Business or related field required.

* Master's Degree in Finance, Economics, Business or related field and/or equivalent experience/training required.

License/Certifications

* CTP (Certified Treasury Professional) preferred.

Full Salary Range:
$105,500 - $200,700

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
