This is a critical and strategic role that supports and advises the Controller and UCDH senior management regarding the implementation of the UC Davis Health Capital Improvement Program by overseeing all the construction budgets and equipment purchases for the Medical Center and School of Medicine. Responsibility includes overseeing the integrity of the financial information of these construction projects and/or equipment purchases. This position serves as the Capital Finance Manager for UC Davis Health, comprising the Medical Center hospital, Community Physician clinics and all related administrative support functions. Specifically, the position has management responsibility for Capital Finance. Responsibilities also include the oversight and management of the approximately $7 billion (plus) UC Davis Health Capital Plan, including the performance of complex capital analysis to ensure expenditures are correctly classified for construction projects and capital equipment. The department has two units: The Capital Equipment (movable assets) unit and the Facilities Support (fixed assets) unit. This position oversees these two units in all aspects of the capital procure to pay lifecycle. Oversees approximately 14 employees, including 2 supervisors.

Minimum Qualifications

  • Ten or more years of progressive capital accounts payable experience in an organization comparable to UCDH in terms of budget, size, complexity, and scope of operation is required to understand UCDH's complex financial environment
  • Bachelor's degree in Project Management, Finance, Accounting and/or a combination of experience, education and/or training
  • Seven or more years of managerial experience
  • Advanced skills/ability in building, leading, supporting, and motivating effective teams

  • Experience with and advanced skill in effectively presenting complex information to diverse groups, support findings and collaboratively driving change based on organizational goals and strategic objectives

  • Demonstrated ability to gather information from multiple sources and analyze applicability and appropriateness to make strong business decisions

  • Experience processing, managing, and analyzing data required in financial construction management

  • Strong computer skills preferred including MS Excel, PowerPoint and the general ledger

  • Knowledge of construction contract language and structure

  • Knowledge of construction contract law

  • Knowledge of accounting and procurement processes

  • Advanced knowledge of GAAP/GASB/FASB

Department Description

This position is in Capital Finance. The Medical Center has over $2.5 billion in annual revenue and is embarking on implementation of a new Enterprise Wide Resource management system, as well as accounting for over a $7 billion capital plan. The Medical Center has a separate credit rating from Campus which requires monthly close procedures, due diligence requirements for new debt, compliance with annual external audits which have a lower materiality threshold than Campus, and significant judgement and estimation involved in health care receivables, third party payor settlements, and many other areas of the financial statements.
