CIS is looking for a mid-career Program Manager with a Professional Engineer (P.E.) license in/around Philadelphia, Pennsylvania. At CIS, with our leadership role on some of the largest urban greening projects across the nation, you will be collaborating with industry-leading experts for a sustainable future for our world. We combine advisory services and project delivery with advanced program management focused on improving the environmental, economic, and social conditions of our communities.

You will report to the Market Director for the Mid-Atlantic Region.

Key Responsibilities:



  • This role will represent the interests of the client in the management of the Green Infrastructure Solutions (GIS) design and construction process.
  • Serve as Project Manager on unique infrastructure projects for government clients
  • Design of potable water, wastewater, irrigation, and stormwater piping and pumping systems
  • Design site improvements for buildings, parking, recreational facilities, and related government public works infrastructure requiring site improvements
  • Perform water resources engineering for surface water management systems and stormwater collection/conveyance systems
  • Write technical specifications and technical reports
  • Participate in preparing responses to solicitations
  • Develop and manage a communication outreach plan, contemplating stakeholder connections and stakeholder messaging
  • This role will be responsible for the relationship with the clients as well as the financial performance of CIS's involvement in the partnerships.
  • Stay abreast of new and innovative approaches to solving civil engineering assignments
  • Identify and participate in industry working groups, associations, and collaborative networks to stay up to date, gather industry intel, and share CIS's work.


What You Will Need:



  • Enthusiasm to work within a collaborative, interdisciplinary team of progressive urban greening experts to make positive and impactful change across communities through careful implementation of climate resilient, green best practices.
  • The ability to read, understand, and administrate complex partnership documents that define the business terms in our agreements with our clients.
  • B.S. in Civil or Environmental Engineering
  • 10+ years of experience
  • Licensed P.E. in Pennsylvania
  • Experience required in water resources, stormwater, and civil engineering, roadway engineering design, and hydraulic modeling
  • Excellent written and verbal communication & presentation skills, with the ability to interact with not only team members but also all levels of the organization and external organizations
  • Excellent communication skills, both written and verbal, with the ability to interact professionally with stakeholders at all levels.
  • Strong attention to detail, with the ability to produce accurate work under tight deadlines.
  • Ability to anticipate needs, exercise sound judgment, and make decisions independently.
  • Ability to travel as needed
  • Valid driver's license required


Position Location Requirements

Based in or near Philadelphia/Chester, Pennsylvania, the candidate is expected to work in an office setting a few days a week, attend in-person meetings as required, and should anticipate approximately 10% travel time throughout the year.

The pay range for this position is $110k to $130k. Base pay offered may vary depending on skills, experience, job-related knowledge, and location. This position is also eligible for a discretionary performance incentive based upon individual and company performance.
