The University of Texas at Austin is seeking to hire a Project Estimator to provide timely and accurate construction cost estimates for all construction projects, starting with the initial concept/feasibility studies, and planning, design and construction phases.

Purpose

Provide construction cost estimates to the Planning and Project Management Divisions for a variety of project types from concept/feasibility studies, programming, Schematic Design, Design Development, Construction Documents, thru construction and to verify/validate outside vendor, contractor, and/or AE estimates.

Responsibilities
  • Develops conceptual and detailed construction cost estimates appropriate to the stage of design and construction of all PDC projects. Provides these estimates to the Planning and Project Management Division and presents, trains, assists, and advises team members on the estimate itself, the source of the cost data/benchmarks, and how the estimate was prepared.
  • Evaluates and stays current of local, university, and national industry cost and construction technology trends that affect the costs of construction. Provides design options as requested that will assist the Planner of Project Manager in discussions with PDC customers, AEs, contractors, and other stakeholders as it relates to the cost estimate balancing scope, schedule, and budget.
  • Creates and maintains a database of current and historical construction costs from internal and external datasets. Balances this data against other cost databases such as UT Systems Cost Benchmarks, RS Means, and other industry sources.
  • Reviews, comments, and advises the Planner and Project Manager on cost estimating consultant, AE, contractor estimates, Guaranteed Maximum Price (GMP) proposals, and Change Order pricing.
  • Participate in process improvement efforts related to project cost and budget development, review, and management for PDC projects.
  • Participate in and host training sessions to educate PDC staff on estimating techniques, cost data benchmark sources, and local and industry cost trends.
  • Other related functions as assigned. Collaborate with other UT Austin colleagues to initiate and develop process improvements.
Required Qualifications

Four year degree or equivalent combination of technical training or experience. Four year experience in construction cost estimating for building and building systems of new and renovation projects. Working knowledge of estimating techniques, cost control material pricing. Experience with RS Means, or equivalent, historical productivity and cost data. Ability to read and understand technical drawings, specifications, purchase orders, contracts, and coding systems. Ability to manage multiple complex projects at once. Exposure to cost engineering, planning and contracts administration. Demonstrated ability to work effectively within a team environment. Strong communication skills. Working knowledge of project estimating and scheduling software (Timberline, MS Project; Primavera or similar). Working knowledge of MS Office (Word, Excel, Outlook, PowerPoint, and Access). Must have a valid driver's license and an acceptable driving record. Equivalent combination of relevant education and experience may be substituted as appropriate.

Preferred Qualifications

University of Texas at Austin, UT System, or equivalent project cost estimating experience. Masters degree or equivalent combination of technical training or experience. Advanced knowledge of estimating techniques, cost control and material pricing. Four or more years experience with RS Means, or equivalent, historical productivity and cost data. Demonstrated ability to provide detailed requests for estimates such as validating calculations and confirming complexity factors are well supported. Excellent communication skills and the ability to build rapport with licensed design and construction professionals, and other stakeholders. Knowledge of Assetworks, Procore, or other CM software preferable.

Driving Required

This job requires a class "C" operator's driver's license. The applicant selected must provide a current three year driving record from the current state of residence. If not currently a Texas resident, a Texas driver's license must be obtained within 30 days of becoming a Texas resident. Employees who are required to have a CDL are subject to drug and alcohol testing (pre-employment, post-accident, reasonable suspicion, random, return-to-duty, and follow-up drug and alcohol testing).

$80,000 + depending on qualifications

Retirement Plan Eligibility:

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length. This position has the option to elect the Optional Retirement Program (ORP) instead of TRS, subject to the position being 40 hours per week and at least 135 days in length.
