Job Description

Senior Construction Manager/Mechanical Engineer support provides monitoring and assessment of construction progress and quality for the Y-12 APMO construction project portfolio. Position(s) also support resolving issues associated with interfaces between different executing organizations working on the project as well as with the final customer accepting the facilities and equipment.

Design Oversight and Monitoring: Execute monitoring and oversight of facilities and systems planning, analysis, design, and studies. Evaluate high-level detailed specifications for compliance with established standards and engineering best practices. Monitor configuration management to ensure design currency and control.

Provide technical guidance, responses, and support for, mechanical engineering, piping/process systems, gloveboxes, compressed air, HVAC, testing related questions, and issues presented by management and internal staff.

Support includes completion of focused assessments; evaluation and analysis of issues and development and review of corrective actions in area of specialty; and participation in related meetings and briefings.

Vendor Monitoring and Oversight: Monitor fabrication, assembly and acceptance testing of critical elements of facilities and systems for compliance with design requirements and regulatory requirements.

Construction Monitoring and Oversight: Monitor critical elements of facilities construction and systems installation for compliance with design requirements.

Testing Monitoring and Oversight: Monitor critical elements of systems testing for compliance with design requirements.

General Engineering Support: Provide substantial analysis and evaluation of alternative solutions to design-related issue mitigation. Review engineering solutions for technical accuracy and conformance to policy applying a thorough knowledge of engineering principles, methods, and practices standard guides, precedents, methods, and techniques.

Project Management Assistance. On an as-needed, infrequent basis, represent the Project Manager in internal meetings with the construction contractor or peer APMO staff. For assigned facilities/activities under construction, support project manager(s) with status reports detailing construction completed versus forecast. Interface with peer APMO and construction contractor staff, often in a group lead role, to analyze and evaluate adequacy of reactive measures to construction issues and challenges. Staff shall also coordinate integration of Federal staff and stakeholders to ensure seamless transitions at construction interface points with external and internal organizations.

Education/Experience Requirements
Bachelor's degree in construction management, engineering, or equivalent from accredited institution (Engineering preferred). For Subject Matter Experts, degree shall be in assigned discipline.

Minimum 10 years field engineering/construction oversight/monitoring experience on large (greater than $10M) construction projects.

All staff under this assignment shall have the ability to currently possess or obtain a DOE/NNSA "Q" Clearance.

This position may require the ability to obtain a government clearance. This position may require reviews and test for absence of any illegal drugs along with a background investigation by the Federal government to obtain an access authorization prior to employment and may require subsequent reinvestigations may be required.
