WHAT YOU WILL DO

The Affordable Rental Housing Transaction Team is seeking a mid-level program analyst that will implement and manage a pre-development program for affordable housing projects. The program is established to fund early development costs enabling development partners to meet agency funding readiness requirements.

The Pre-Development Analyst will be to establish program guidelines, administrative rules, and structure. This position will evaluate program outcomes and operations, develop new methods or standards that guide program operations. The person in this position will work at solving operational problems and develop options to improve operations. They will also manage the funding selection process and develop selection criteria.

MINIMUM QUALIFICATIONS

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four (4) years' experience coordinating or administering a program.

Any combination of experience or education equivalent to seven (7) years of experience that typically supports the knowledge and skill requirements listed for the classification.

AFFORDABLE RENTAL HOUSING DIVISION

OHCS's Affordable Rental Housing (ARH) Division serves as the state's housing finance agency. OHCS provides financial support to create and preserve quality, affordable rental housing for Oregonians of lower and moderate incomes. The ARH Division administers federal, and state funded multifamily rental housing resources to facilitate the increased availability of safe, decent, affordable housing for Oregonians with low incomes. This includes the development of new multifamily rental units and the acquisition and rehabilitation of multifamily rental units; the preservation of existing subsidized multifamily rental housing and the long-term maintenance of affordable rental housing through asset management and compliance, as well as managing HUD Section 8 Contract for the state of Oregon.
