Associate Director, Flexible Workforce

Job Summary

As a member of the Sourcing Execution team, you will play a pivotal role in overseeing and enhancing the sourcing operations within the organization. This position involves developing and executing sourcing strategies for Otsuka's flexible workforce program. You will be responsible for managing vendor relationships, and driving continuous improvement initiatives to optimize procurement processes creating a predictable and repeatable experience for business partners. Under the supervision of the Procurement leadership, the Associate Director, Flexible Workforce will ensure the efficient delivery of the flexible workforce program through execution of program processes, procedures, tools, technology and governance related to the management of partner programs. This role will enforce all policies, processes and system usage and partner with other key sourcing stakeholders, legal, business partners and Financial Planning & Analysis to drive cost optimization opportunities while maximizing value and minimizing risks for Otsuka.

Job Description

Overall Responsibility

  • Partner with the Otsuka stakeholder community to provide seamless process adoption, implementation and execution of key partnerships, vendor performance/SLA's, quality, metrics, and continuous improvement to demonstrate organizational value of the Flexible Workforce program.
  • Develop and oversee industry/external ecosystem relationships for the Flexible Workforce program.
  • Partner with Procurement and Business partners to ensure appropriate sourcing strategies and accurate contingent worker/spend classifications.
  • Resolve operational issues and escalations in a timely manner, partnering with business stakeholders as needed.
  • Oversight of portfolio vendor strategy, including management of associated activities such as QBR's, data analysis and issue escalations.
  • Drive KPI's and accountability with the staffing vendors.
  • Maintain and update internal standard operating procedures (SOP) for day-to-day program projects and tasks.
  • Ensure the adoption and enforcement of all flexible workforce policies, which includes, working closely with Legal Affairs and other internal stakeholders.
  • Responsible for achieving & documentation of realized cost reduction/savings wins.
  • Ensure continuous improvement, risk mitigation and process excellence across throughout the portfolio.
  • Work independently to oversee day-to-day management of data integrity and processes associated with onboarding/off-boarding, which will include, but not limited to, organizing orientations and managing contract workers data integrity.
  • People management responsibility of the Flexible Workforce Program team.
  • Collaborate with internal cross functional groups to support positive experiences for both contingent workers and hiring managers.
  • Responsibility for all portfolio reporting to both Finance leadership and key business partners/organizations.
  • Execute and oversee assignment notifications to contract worker Otsuka constituents on approaching assignment end dates, extensions, check-ins etc.
  • Drives appropriate training across the organization on the importance of policies and processes.
  • Ensures appropriate controls are in place to meet regulatory requirements (i.e. J-sox, Third Party Risk Management, etc.)

Qualifications/ Required

Knowledge/ Experience and Skills:

Knowledge

  • Strong negotiation skills with a track record of achieving cost savings and favorable contract terms.
  • Excellent leadership and project management capabilities, with a focus on fostering a collaborative and results-driven team culture.
  • Analytical mindset with the ability to leverage data to drive decision-making and continuous improvement.
  • Knowledge of relevant industry trends, market dynamics, and vendor landscapes.
  • Exceptional communication and interpersonal skills to effectively collaborate with internal stakeholders and external vendors.
  • Familiarity with procurement software and tools.
  • Experience interacting with senior level clients and vendors; able to evaluate situations from multiple angles and sensitive to stakeholders needs while maintaining focus on bring the best value to the organization
  • Evaluating and developing procurement strategies to maximize efficiency and minimize cost
  • Expert on practices for negotiating vendor contracts that lead to the greatest value for money for the organization including favorable rate cards, payment terms, etc.
  • Demonstrated flexible workforce management and metrics development.
  • Understands key financial and operational controls.

Skills and Experience

Minimum of 10+ years of experience in the contingent labor industry.

  • Demonstrated experience in management and oversight of a contingent labor program, either from an in-house or managed service provider perspective.
  • Demonstrated ability of managing teams, working independently and managing multiple tasks/work streams simultaneously
  • Self-Driven with excellent written and verbal communication skills
  • Working knowledge of the legal environment surrounding contingent workers and employee classification guidelines
  • Proficient with Microsoft Word, PowerPoint and Quick Base with advanced Excel capabilities
  • Experience working with Workday, Ariba and Beeline VMS.
  • Established track record of having delivered results in a dynamic, fast-paced, changing environment
  • Executive presence and influence with demonstrated ability to tell a story and influence the direction of the organization
  • Strategic thinker able to anticipate trends, understand implication and create actionable plans to prepare for future needs.
  • Outstanding communication skills, ability to speak to the business and simplify complex technical sourcing aspects into concepts the business can understand, assess, and ultimately use to make decisions.
  • Strong customer service focus and ability to think, plan and act at the enterprise versus functional level. Experience listening to client needs and partnering to deliver results that are mutually beneficial for the client and the organization.
  • Effective influencing and negotiating skills, both external and internal, and ability to flex influence with various levels of the organization.

Education

  • Bachelor's degree in Human Resource Management or Business or relevant technical expertise. Advanced degree (MBA/MS) preferred.
