What You'll Do in This Position

Purpose of Position
Manage Recycle/Salvage contracts. Plan, develop and implement recycle initiatives for the sites recyclable commodities. Maintain statistical records database of inventories and disposal for use in supporting the financial and Property Management records.
Market the sites Property and materials for reutilization. Publish list of available materials.
Participate in site walk-throughs and clean-up initiatives to direct excessing operations.

Manage the accountability of government personal property valued at $400 million at SRS by providing inventory control support to 40
plus Asset Management Specialists located throughout 19 Divisions and 86 Departments. Provide properly management support on a
daily basis concerning the acquisition, utilization, retention, and disposition of government property for all assigned accounts. This
position ensures that the business processes and protocols for conduct of operations within property management are consistently
applied across all divisions in accordance with contractual practices, governing DOE orders, company directives, as well as federal
regulations.

Major Responsibilities
1. Plan, schedule and manage scheduled all site of government personal property under the management and operational control of the contractor and as directed by DOE Orders and Asset Management Manual 3B. Conduct detailed analysis of of all accounts to determine inventory baseline. Based upon the analysis, develop and publish an inventory plan and schedule to Level 2 Managers and account holders. Direct the physical inventory utilizing assigned staff members.
2. Manage the Asset Management Information System (AMIS) that controls SRS government and leased assets valued at greater than $6 billion.
3. Administer company property policies and procedures that directly affect subordinate employees. Provide centralized control of property programs or processes that support operations. Interpret and communicate programmatic, technical or process changes to operations personnel.
4. Provide guidance to AMSs and all levels of complex government properly transactions. Assist account holders in all facets of their accounts to maintain full contract compliance. Provide instructions and guidance in the form of verbal and written communications to managers and account
holders.
5. Make recommendations to properly management and senior staff papers concerning reports, audits, inspections, and company property management policy/procedures manuals. Recommendations are based upon a vast knowledge of policy and procedures covered in federal regulations.
6. Manage, direct and reconcile all site inventories on an annual basis and prepare various reports reflecting the results. Conduct analysis of all reported inventory adjustments and verify against the Asset Management Information System for data accuracy and accountability. Finalize the
various reports to reflect the actual end results end results of the total inventory and present to senior management and DOE-SR. For adjustments greater than $50 thousand per account, conduct a Critique Process.
7. Manage the Site's Electronic Hand Receipt Program supporting in excess of 12,000 employees and coordinate programmatic changes with the Information Technology Department.
8. Manage the Site's Property Pass Program and Loan Program controlling the movement of government assets used off site and coordinating the approval process, renewals and termination of property on loans.
9. Provide recommendations to Department Managers concerning property work group performance for the purpose of conduct of operations.
10. Provide directions to Staff Members relating to all aspects of government asset management. Investigate the property area requiring
enhancement and determine the most cost effective approach. Provide recommendations to management for implementation.

Security Clearance Information

SRNS is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance. This list of factors is not exhaustive; pre-employment information and security clearance requests are reviewed on a case-by-case basis.

Qualifications We Require

High School Diploma, GED, or other equivalent State Credential

Qualifications We Desire

BS/BA Degree (major in Logistics Management preferred; Business Administration, Business Management or Finance acceptable)

Knowledge of regulations relating to utilization of government property including public sales and/or disposal of excess property including hazardous disposal.

Knowledge of required dispositioning paths, and screening of government property.

National Property Management Association - CPPS, CPPA or CPPM Certification.
High Risk Property Certification.
