Introduction

The Loudoun County Department of Transportation and Capital Infrastructure (DTCI) is seeking an experienced, highly motivated, and detail-oriented professional for the position of Design Manager - Civil. Located within the Washington, D.C. metropolitan area, Loudoun has been recognized as one of the fastest growing counties in the nation for more than two decades. Job Summary

The Design Manager - Civil is part of the Capital Facilities Design team and reports to the Program Manager - Facilities Design. This position works alongside other Design Managers as well as working closely with other departments within the County.

Duties include, but are not limited to:
* Manages the design phase of multiple capital projects, typically park and other civil intensive projects.
* Develops and evaluates requests for proposals in consultation with Procurement staff.
* Write contracts and scopes of work.
* Negotiates contracts.
* Assist Architectural Design Managers on the civil components of multiple capital facilities projects.
* Performs detailed plan and specification reviews to ensure conformance to program and constructability; ensures designs comply with codes, regulations, industry practice, and Department guidelines and standards; and considers impact of pending zoning, subdivision, and proffer plan submittals for long range planning.
* Provides technical plan interpretation.
* Performs research and investigations.
* Coordinates the design review process with all project stakeholders.
* Maintains project documents.
* Reviews financial documents for accuracy; reviews purchase orders, invoices, and requests for payment.
* Report monthly and quarterly on project progress.
* Manages design budgets.
* Establishes and maintains design schedules.
* Performs site visits to inspect installations, as required, to support DTCI's Construction Manager.
* Prepares punch lists, as required, to support DTCI's Construction Manager.
* Performs other duties as assigned.

We are seeking an individual with:
* Excellent written and verbal communication skills who can effectively communicate ideas clearly and concisely.
* Strong project management skills.
* Knowledge of current methods, techniques, and software as applied to the design of park and civil projects.
* The ability to establish and maintain effective working relationships with County officials, employees, design professionals, contractors, code officials, and the public.
* Knowledge of applicable building codes, engineering design standards, land development regulations, and ordinances.
* Skills in using computers, Microsoft Office, Bluebeam, e-Builder, and software related to the job assignment.
* The ability to read and interpret complex construction plans and specifications.

This position is eligible for partial telework in accordance with County and Department policies. Currently, the Department is operating with a Wednesday and Friday telework schedule. Design Managers receive annual, sick, and personal leave in accordance with Loudoun County policy. Additional benefits provided to County Employee's include Health Plans, Group Life Insurance, Deferred Compensation, Flex Spending Plans, Family and Medical Leave, and a Retirement Plan.

Hiring salary is commensurate with experience.

This position is eligible for a $6,000 hiring bonus in accordance with the County's Hiring and Retention Bonus Program.

Minimum Qualifications

Bachelor's degree with engineering coursework or degree related to assigned area; three (3) years of professional engineering and construction management work experience of a complex nature with direct design as well as administrative experience; or equivalent combination of education and experience.


Job Contingencies and Special Requirements

Employment is contingent upon successful background check completion, to include criminal, credit, and driving record checks.

The position requires occasional attendance at night meetings to present information to the Board of Supervisors, Planning Commission, and/or other stakeholder groups.
