Job Summary

Loudoun County's Department of Parks, Recreation and Community Services is currently seeking qualified applicants for a full-time Licensed Program Coordinator for the Ashburn Recreation and Community Center (scheduled to open in 2025)! Under the general direction of the Recreation Programs Manager, plans, develops, and oversees a specific program and staff for assigned department. This position markets program services to the community, oversees program budget and delivery of program services, maintains program records, analyzes program revenue and success, and supervises assigned staff and/or volunteers.

This position requires continual direction and oversight of licensed preschool and childcare programs. A successful candidate will be able to communicate, solve problems, adapt to changing situations, think critically, and work as a team. PRCS serves a diverse population including but not limited to youth, adults, individuals with disabilities, and seniors.

Responsibilities include, but are not limited to:

  • Participates in the development and review of program policies, procedures, management plans, and budgets. Coordinates with staff to submit budget requests.
  • Ensures preschool programs meet state licensing requirements, supervises teachers' schedules, assists the Preschool Advisory Board with projects, updates staff and parent manuals, and submits the annual parent evaluation at the end of the program.
  • Develops and conducts surveys to determine if programs meet needs and expectations; submits reports and data for quarterly performance measures.
  • Ensures expenses are charged correctly; oversees revenue, purchases, expenses, payments, and cash handling; and reconciles credit card purchases in the system.
  • Maintains vendor relationships, solicits bids, and establishes purchase orders for vendor services materials, or equipment.
  • Establishes written agreements of affiliations with teams and manages contracts per County and Department contracting procedures and guidelines,
  • Ensures the collection of program charges, event fees, membership fees, and/or other program revenues to balance expenses and report results.
  • Manages special events, activities, schedules, and logistics; promotes agency services and special events to the public.
  • Coordinates program evaluation; develops program evaluation standards, methods, and tools; and incorporates evaluation data into future program planning.
  • Maintains required program documentation; meets all state, local and federal mandates and requirements for record organization, documentation, and procedures.
  • Monitors safe use of facilities and equipment by program participants.
  • Delivers courteous and timely customer service to County staff, vendors, visitors, program participants, and the public.
  • Performs other duties as assigned.
Work schedule varies following operational hours and may include weekday, evening, and weekend hours.

Hiring salary is commensurate with experience.

Minimum Qualifications

  • Bachelor's degree in a field related to the assigned program or department and one (1) year related work experience; or equivalent combination of education and experience.

Preferred Qualifications:
  • One (1) year of work experience with lead or supervisory experience.
  • CPRP certification or equivalent.
  • Membership and involvement in related professional organization(s).
  • Bilingual ability, preferably in English and Spanish.

Job Contingencies and Special Requirements

Criminal background, credit and DMV check are required. For DMV check, valid driver's license and good driving record required (driving records may be reviewed annually for continued qualification).

For licensed programs requirements include: Fingerprinting, TB test within 30 days of hire; pass Child Protective Services (CPS) check; hold or obtain First Aid/CPR certifications at hire or within three (3) months.
