PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX. It is part of the Pemex group, a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics, and marketing. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. The Pemex site is co-located with other 3rd party chemical facilities, allowing for further integration and optimization of the refinery and its products. We seek a Business Office Manager focused on aligning IT strategy and governance with operational efficiency and performance management. This role supports the IT Director in ITIL strategy functions at Pemex Deer Park and serves as a critical communicator to C-level and Senior Management, effectively representing IT.

 

As a trusted partner to the IT Director, this role is pivotal, driving IT towards a business-oriented focus. It is the second-in-command, overseeing IT office management and providing cross-functional information and technology management leadership. Responsibilities include IT strategy, governance, performance management, and defining operational standards.

 

To be successful, you should have:        

  • Proficiency in IT budgeting, Texas Sales Tax, Amortization, Accrual, and GAAP Accounting practices. Expertise in cost-benefit analysis, including ROI and TCO.
  • Extensive business and industry leadership background, adept at managing cross-functional teams and influencing senior management and stakeholders.
  • Strong leadership capabilities with a focus on effective execution in areas of responsibility.
  • Expert in budget planning, financial management, and workforce management.
  • Broad knowledge of current and emerging technologies, with a strategic application to business needs, distinguishing between relevant trends and hype.
  • Skilled in enhancing operational efficiency, service delivery, and information management within IT organizations.
  • Excellent communication skills, capable of articulating technology solutions in business terms and building rapport to persuade others.
  • Ability to multitask with diverse timelines and priorities across various projects and issues.
  • Familiarity with core IT and G&A/Corporate accounting principles, including Purchase Requisition, Purchase Order, and Invoicing processes.
  • Strong problem-solving abilities, operating under minimal supervision with meticulous attention to detail.

 

Your responsibilities as the IT Business Office Manager will include:

 

Stakeholder Management

  • Manages IT financials, including budgeting, forecasting, and CAPEX monitoring.
  • Designs and maintains supplier and contract workflows using Visio.
  • Leads Architecture Review Board (ARB) processes and IT contract presentations.
  • Aligns IT initiatives and spending with business strategy.
  • Oversees Coupa sourcing events and collaborates with site C&P as needed.
  • Directs the IT PMO and oversees Program and Project Management.

Value Generation & Protection

  • Collaborates with Pemex Deer Park IT on financial impacts and contract compliance.
  • Develop global IT sourcing strategies and agile procurement models.
  • Establishes key sourcing competencies and governance frameworks.
  • Manages IT business plans, budgets, and governance frameworks.
  • Implements Service Portfolio Management (SPM) and PMO KPIs in Service Now.
  • Ensures compliance with IT contracts and tax requirements for IT Opex spending.
  • Monitors industry trends and advises on effective sourcing strategies.

Business Intelligence & Innovation

  • Generates financial reports and dashboards in Service Now, Coupa, and SAP.
  • Analyzes third-party IT labor costs and manages SAM & HAM processes.
  • Improves O&M/G&A reporting and defines IT spend categories with Finance.
  • Coordinates contract resolutions and legal agreements with BA and IT leaders.
