Position Description:
Under the direction of Chief Technology Officer, the Technology Portfolio Manager will manage the System Integration for Intelligent Transportation Systems unit and oversee a portfolio of $30M capital projects in the Comm/IT Capital Improvement Program. The Technology Portfolio Manager is responsible for maintaining fiscal, schedule and technical control of the project and maintaining strong working relationships with clients and technicians throughout the project. The Technology Portfolio Manager will be responsible for data solution operations through an in-depth understanding of hardware and software solutions and coordination of project managers and field technicians. This role will contribute to the strategic design process to identify more integration opportunities and is accountable for staff performance in managing the workload and quality control of the portfolio of projects.

Examples of Important and Essential Duties

  • Provides governance & oversight of projects and programs to ensure project goals or objectives are accomplished within approved time frame, scope and budget.
  • Responsible for the planning and on boarding of projects and programs.
  • Maintains and communicates overall portfolio financials.
  • Responsible for maximizing resource allocation based on resource availability and prioritized projects.
  • Provides leadership and motivation to project team members throughout the project life cycle and confer with project staff to outline work plan.
  • Acts as a coach to junior project managers, executives and others who need assistance and advice regarding project management practices.
  • Establishes work plan and staffing for project activities, iterations or phases and arranges for recruitment or assignment of project personnel.
  • Reviews and analyzes project proposals or plans to determine time frame, funding limitations, procedures for accomplishing projects, staffing requirements and allotment of available departmental resources to various project phases.
  • Reviews/approves work plan of external service provider or consultancy contracted to execute project.
  • Implements project communication plan.
  • Conducts risk assessment and mitigation.
  • Monitors project activities, ensuring the currency, quality and integrity of the information, while providing consistency in content and "look and feel" across the enterprise.
  • Ensures that project goals are accomplished and in line with business objectives.
  • Assigns duties, responsibilities and scope of authority to project personnel.
  • Directs and coordinates activities of project personnel to ensure project progresses on schedule and within budget.
  • Reviews status reports prepared by project personnel and modifies schedules or plans as required.
  • Establishes standards and procedures for project reporting and documentation.
  • Continuously benchmarks project management performance to identify improvements and achieve higher capability maturity in Project Portfolio Management (PPM).
  • Performs related duties as assigned.


How to qualify
Minimum Qualifications:

  1. Possession of a bachelor's degree from an accredited college or university; AND
  2. Six (6) years of professional-level experience overseeing enterprise-level technology projects. Professional-level experience in the functional area consists of interpreting laws and regulations, and/or exercising independent judgment in the application of defined principles, practices, and regulations; AND
  3. Three (3) years of experience must include supervising professional-level staff that interpret laws and regulations, and/or exercise independent judgment in the application of defined principles, practices, and regulations.
