Capital Planning Analyst

FedGeek is seeking someone to be a part of our Education practice. The Capital Planning Analyst provides direct support to a federal Client, serving as the focal point for implementing government and industry best practices in IT capital planning and portfolio management in alignment with federal mandates, legislation, and internal guidelines. The successful candidate will be a strategic thinker, with a passion for process improvement, excellent communication skills, and the ability to engage purposefully with C-suite executives.

You will generally be responsible for the following:

* Working with the client on budgeting and financial management

* Creating and maintaining strategic planning documentation, including OMB submission deliverables

* Updating Folio with required content for schedule, budget and capital planning content

* Communicating technical information to lay individuals

* Serving as a liaison between the Client and critical stakeholders across the agency to define and implement critical process improvements that enable Client's IT investment authority in alignment with all external and internal mandates and visibility into the effectiveness of cybersecurity spending across the entire IT lifecycle

* Assessing and implementing needed cybersecurity strategic and operational portfolio management objectives

* Establish performance metrics associated with capital planning integration governance and task processes that provide insight the effectiveness of the organization's IT capital spending

Required Qualifications

* Preferred 5 years in strategic planning documentation, including OMB business case

* At least 2 years budgeting and financial management or related field

* At least 1 year scheduling, budgeting and capital planning in Folio

* Ability to review complex organizational budget data, plan and forecast requirements; analyze budget variances, recommend and initiate corrective actions

* Prepare and complete action plans

* Support program audits, identify trends, recommend and implement changes

* Education: Bachelors or higher

* Citizenship: US

* Certifications: None

* Clearance: Ability to obtain federal clearance at the 5C level or equivalent

Preferred Qualifications

* Strong work ethic with a willingness to learn

* Prior experience in a consulting environment

* Excellent communication skills, offers clear and concise recommendations

* Ability to work independently but within a project team environment

* Proficient with MS Office 365, Sharepoint and other current productivity tools

* Working knowledge of Folio

* Historical knowledge of Capital Planning and Investment Control (CPIC) a plus

* Location: Independent (Telework/Remote) with occasional onsite in the Washington, DC (client site)

* Salary Range: $85,000-$110,000 based on qualifications

* Job Type: Full-time (W2 or 1099)
