The Anoka County Human Resources Department is dedicated to providing strategic human resources consultation and support. We work closely with departments to ensure the alignment of county, departmental and HR objectives. Our team is committed to fostering a supportive and effective work environment through expert counsel on a variety of HR topics, including recruitment, selection, classification, compensation, benefits, training, and employee relations.

We are looking for a Human Resources Business Partner with a strong emphasis on HR compliance to join our team. The successful candidate will ensure that our organization adheres to all relevant employment laws and regulations, supports HR compliance initiatives and policies, and provides strategic guidance to the HR team and business leaders.

This is a temporary position that may lead to regular placement. Interviews will take place beginning August 8th for those selected to move forward in the hiring process.

Pay & Benefits

  • Salary: $29.24 to $35.08 per hour.

  • 2024 Anoka County Salary Schedule Grade 32. $29.24 to $40.92 per hour.

Work Location

  • This position will work at Anoka County Government Center, located at 2100 3rd Ave, Anoka, MN 55303.

  • This position is eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office.

  • Expected work hours are Monday - Friday 8:00 a.m. - 4:30 p.m.

Job Duties and Responsibilities
These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Human Resources Business Partner.

  • Responsible for supporting the coordination, oversight, and management of various regulatory and compliance processes within Human Resources, including adherence to DOT regulations.

  • Participate in projects and maintain HR Compliance documentation, tools and resources.

  • Provide strategic counsel on a wide range of HR programs such as employment, compensation, EEO, training, benefits, personnel records, and employee relations using county policy and procedure to solve issues. Ensure all employment practices comply with federal, state, and local regulations and labor agreements.

  • Perform compensation related responsibilities such as responding to requests for information, performing classification of jobs, conducting salary surveys, performing market analysis, determining job offer rates, administering the County Performance Based Range Movement (PBRM) and advising management and training on PBRM to ensure the county remains competitive and aligned with the market.

  • Develop and consult on training and performance management programs as needed to ensure all employees are familiar with their job responsibilities.

  • Oversee the updates, maintenance and dissemination of job descriptions and job postings, ensuring they are accurate and compliant with federal, state, and local laws. Assist in the interpretation of job responsibilities, policies, and procedures.

  • Conduct investigations and advise management on the resolution of employee issues, concerns and/or conflicts. Make recommendations on corrective action, terminations, employee concerns, training, and organizational changes.

  • Support HR Department in the development of objectives, county goals, performance management and policies and procedures. Define and execute HR strategies to accomplish county and department objectives.

  • Develop workforce plans and maintain an understanding of external trends and issues that may impact county workforce targets.

  • Evaluate and anticipate department HR-related needs and communicate needs with the HR Department and county leadership.

  • Provide leadership, coaching, and/or mentoring to a subordinate group as assigned.

Qualifications and Requirements:

Minimum Knowledge, Skills, and Abilities Needed

  • Requires a bachelor's degree and at least 2 years of job-related experience

  • In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis

Preferred Knowledge, Skills, and Abilities Needed

  • Degree in Business Administration, Human Resources or related field

  • Knowledge of Human Resources principals and HR administration

  • Knowledge of DOT laws and regulations

  • Knowledge of Equal Employment Opportunities and federal, state, and local employment laws

  • Ability to resolve conflicts

  • Experience in Human Resources

  • Ability to handle confidential information with discretion

  • Analytical and problem-solving skills

  • Strong communication skills

Physical Demands and Work Conditions

  • Standard office environment

  • Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades, and brightness

  • Hearing abilities required for general and phone communication, signals, and machine sounds

  • Assignments are sedentary, occasionally alternating between sitting, standing, walking, crouching, and kneeling as required to perform job responsibilities. Frequent wrist and finger manipulation to complete computer work

  • Occasional lifting of 10-20 lbs.

  • Equipment used includes computers, phones, and standard office equipment

  • Occasional travel to other county work sites as needed. Travel between work sites may require driving a county vehicle and/or a personal vehicle
