Performs highly confidential and sensitive administrative support for the Chief Legal Officer and other staff in the Office of Legal Counsel involving litigation, complicated legal subject matters and complex procedures. Ensures smooth and efficient office operations for one or more of the primary legal practice areas in the Office of Legal Counsel (e.g., contracts and transactions, labor and employment, special education and school support services, and litigation), depending on organizational needs and priorities. The Office of Legal Counsel supports the Baltimore City Board of School Commissioners ("Board"), the CEO, and other school system employees to navigate legal requirements, evaluate and manage legal risk, align and conserve resources, promote collaborative dispute resolution, and reduce avoidable litigation if possible and engage in strategic decision-making to promote equity and academic excellence for all students.


Essential Functions



  • Provides administrative support to the Chief Legal Officers and other staff in the Office of Legal Counsel.
  • Manages the flow of work and information for the Office of Legal Counsel.
  • Coordinates, tracks, and manages the work of multiple attorneys and cases,
  • Provides litigation and other support for staff of the Office of Legal Counsel, including document preparation, processing, scanning, copying, and communicating with various courts, agencies, and stakeholders.
  • Schedules meetings, maintains appointment schedules, and plans and coordinates meetings, convenings, and conferences.
  • Assembles correspondence, files, agendas, and other materials for meetings, convenings, and conferences.
  • Maintains legal files, systems, procedures, and methods for record keeping.
  • Coordinates processes and documentation for subpoenas, custody, notices of claims, and other legal procedures.
  • Uses and manages electronic case management, e-discovery, and other databases and platforms.
  • Obtains, organizes, and drafts confidential, technical, and/or sensitive administrative materials.
  • Prepares and submits drafts of correspondence, presentation materials, reports, and documents for public information or organizational use.
  • Assists in drafting legal memoranda, pleadings, correspondence, and related documents for review by attorneys.
  • Develops, revises, or implements work procedures to improve effectiveness and efficiency or to accommodate changes in operations or new functions.
  • Exercises sound independent judgment in screening mail, telephone calls, and visitors; determines what inquiries should be escalated to the attention of attorneys and the Chief Legal Officer; provides information or answers to inquiries not requiring escalation, including those concerning routine legal procedures.

Desired Qualifications



  • Bachelor's degree from an accredited institute or equivalent relevant professional work experience required.
  • Five years of administrative or secretarial experience, preferably including experience at least three years in a law office or other office handling sensitive or confidential matters and preparing reports and correspondence for a manager, supervisor, or executive.
  • Knowledge of legal procedures and terminology.
  • Ability to maintain confidentiality and work independently.
  • Ability to deal with the public with tact, understanding, fairness, good judgment and integrity.
  • Ability to understand and explain laws, rules, regulations, and procedures.
  • Ability to act in a professional manner at all times, especially under adverse conditions.
  • Ability to effectively communicate orally and in writing.
  • Proficient skill in the use of technical computer applications, including electronic databases, case management systems, and Microsoft Office, including Excel and Power Point.
  • Ability to exercise independent judgment.
  • Skill in research, presenting, and explaining policies and procedures, assembling data, preparing complex reports, and formulating and presenting recommendations.
  • Ability to work collaboratively.
  • Ability to interact with diverse constituencies and convey complicated information with tact and diplomacy.
  • Ability to develop and maintain strong, effective, and cooperative working relationships with school system employees and managers at all levels, as well as government agencies and community stakeholders.
  • Ability to multi-task, prioritize changing assignments, organize busy workload, meet deadlines, and work well under pressure, while exercising excellent attention to detail.
