Work Schedule:


8:00 AM to 5:00 PM Monday through Friday

Rate of Pay:



This position is a grade 15 with a minimum of $62,418 and a mid-point of $83,224. Salary offer will be commensurate with the education/experience, in alignment with the College's compensation philosophy, and the current CBA, if applicable.

Job Summary:



An employee in this classification performs work of moderate difficulty by administering the daily functions and projects of the Human Resources division, including but not limited to the areas of talent acquisition, compensation and classification, performance management, employee/labor relations, employee records, unemployment, board reports, payroll and benefits and other duties as assigned. Work is distinguished by the ability to provide cross coverage within the division and help maintain internal redundancies and facilitate knowledge retention for critical processes. General supervision is received by the assigned manager.




Required Knowledge, Skills & Abilities:




  1. Bachelor's degree in Human Resources, Business Administration or related eld and three years of human resource management experience; or an equivalent combination of training and experience.
  2. An understanding of Labor Relations, with at least 1 year of experience preferred.
  3. Considerable skills in analysis and problem-solving.
  4. Considerable skill to act with integrity, professionalism, and condentiality.
  5. Considerable skills with or the ability to quickly learn the organization's HRIS and talent management systems.
  6. Considerable skill in the use of Microsoft Office Suite, including but not limited to Word, Excel, OneNote and Publisher
  7. Considerable skill in organizing work to meet established deadlines while maintaining attention to detail and delegating when appropriate.
  8. Considerable skills in interpersonal interaction, negotiation, and conflict resolution to be applied to a variety of individuals with differing education, ethnic and socio-economic backgrounds.
  9. Considerable skills in verbal and written communication.
  10. Working skill in operating a personal computer, applicable software, and peripheral equipment as well as learning and adapting to new and updated programs and technology.
  11. Must be available to work a flexible schedule, including evenings and weekends when required by the department's needs.




Desired Knowledge, Skills & Abilities:




  • SHRM-CP a plus.
  • Working skills within Elgin Community College's selected systems such as ETalent and Colleague.



Essential Duties:




  1. Administers assigned function(s) of the Human Resources division in consultation with the Chief Human Resources Officer and/or Deputy Chief Human Resources Officer, such as talent acquisition, compensation and classification, performance management, employee/labor relations employee records, unemployment, board reports, payroll and benefits.
  2. Serves as a primary human resource contact as needed; handles employment-related inquiries from applicants, employees, managers and outside verifications, referring complex and/or sensitive matters to the appropriate sta if necessary. Provides guidance and shares knowledge with other Human Resources staff regarding policy and procedure questions.
  3. May oversee the scheduling, assignments, and daily workow of assigned support sta in the department. May assist with constructive and timely performance evaluations.
  4. Maintains compliance with federal, state, and local employment laws, regulations and recommended best practices; reviews policies and practices to maintain compliance. Maintains knowledge of HR trends, best practices and new technologies.
  5. Updates and maintains Human Resources databases, reports, spreadsheets and lists; designs and maintains various record keeping systems; composes/runs a variety of routine/ad hoc reports for department management, and analyzes data to make recommendations to management for action.
  6. Maintains required training, licensure, and/or certifications.
  7. Maintains confidentiality of privileged information and adheres to applicable privacy laws
  8. Demonstrates sensitivity, understanding, and respect for diverse populations within the workplace.
  9. Maintains an understanding of the work of colleagues to effectively provide backup and/or support for co-workers during times when the division is short-staffed or experiencing an increased volume of work.
  10. Adheres to department guidelines for attendance and punctuality.



Other Duties:




  1. Perform other job-related duties as assigned which pertain to the job description.
  2. Ability to work a flexible schedule which includes days/evenings/weekends as needed by the department.
