SUMMARY

Reporting to the Roads and Bridges Superintendent, this field crew position manages crews, resources and field operations to maintain and improve Montgomery County's inventory of roads and bridges in the Green Lane service area. With guidance from the General Superintendent and division Administrator, the Green Lane Foreperson is responsible for overseeing a crew of people to maintain County owned roads and bridges in a safe manner so they are free of maintenance needs. The foreperson coordinates maintenance work with General Superintendent and responds to all County storm emergencies and winter activities and is available 24/7 during these events, and fulfills the Division of Roads and Bridges mission to keep the County-owned transportation infrastructure in safe working order.


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provides the Roads and Bridges Green Lane crew team leadership, vision and direction;
  • Supervise, coordinate and oversee crews completing various road construction repair and rebuilding projects such as paving, patching, inlet repair, head wall construction, erosion control, grading, pipe installation and extension, curb installation, ADA Ramps, sinkhole stabilization, tree/brush/grass trimming/removal and other debris removal;
  • Supervise staff, track and approve all time sheets, required team certifications, licenses and training programs;
  • Supervise, document, report and oversee work outside of normal work hours for emergency operations and provide update reports of resource needs to Superintendent and division Administrator;
  • Supervise and oversee bridge and road maintenance repairs by outside consultants and contractors;
  • Supervises inspection of bridge and road construction and maintenance projects to insure compliance with engineer designs, specifications and in accordance with county policies, ordinances and regulations, as well as applicable regulations and statutes;
  • Supervise correcting of any and all construction deficiencies and facilitate documentation;
  • Supervise and oversee the training of employees in safety matters, procedures and equipment operation;
  • Program Management and identification of staffing needs, staffing training, handle all staffing issues related to time management, vacation, staff development, staff disciplinary actions and human resource documentation and coordination of program management with Superintendent and Administrator;
  • Manage relationships between other infrastructure jurisdictions, including but not limited to Pennsylvania State Department of Transportation ("PennDOT"), other counties, municipalities, townships, boroughs, utility companies, and railroads.
  • Attend and participate directly in meetings as a County representative and as designated by General Superintendent and Administrator;
  • Manage County field crew staff to execute required maintenance and repair operations across roads and bridges infrastructure, including, timekeeping administration, scheduling, equipment inventory and repairs;
  • Inspects safety conditions at work sites, including but not limited to Underground and overhead structures, Personal Protective Equipment (PPE), advanced warning signage and equipment safety issues;
  • Determines the required equipment and materials maintenance needs and maintain equipment in good operating condition;
  • Assigns priorities based on coordination with Superintendent and personal site inspection results;
  • Define and keep adequate supply of materials and inventory needed to maintain roads and bridges and coordinate needs and documentation with General Superintendent and Administrator;
  • Meet organizational goals and expectations, to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks;
  • Prepares reports on maintenance material needs and equipment matters, utilizing appropriate technology;
  • Investigation of routine issues raised by various constituencies;
  • Identify construction work needs to County engineer and complete work as designed;
  • Adheres to PennDOT Publications for road and bridge design;
  • Adhere to PennDOT traffic control and signage and be knowledgeable of all current PennDOT publications for work zone, traffic control and safety;
  • Participates in and completes training sessions and programs assigned by Superintendent and / or Administrator.
  • Complete carpentry, masonry, and other trade work to complete maintenance tasks;
  • Place orders for equipment rentals, subcontracts and work with Superintendent to coordinate purchasing with Administrator and Administrator Assistant;
  • Maintain professional consistent communication with Superintendent and Administrator, as needed;
  • Relieves and takes the place of Superintendent, as needed.
  • Other various duties, as assigned

QUALIFICATION REQUIREMENTS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required.

  • High School diploma is required;
  • 15 yrs. Construction / Structural Road & Bridge experience;
  • Computer Skills are essential so remote reporting can be available in real time;
  • Communication skills with public and subordinates;
  • 30 hour HASP Certification is required;
  • Supervisory skills and coordination with managers is essential;
  • Knowledge of all Green Lane and other county own Roads & Bridges strongly preferred;
  • Knowledge of PennDOT requirements and state of the practice;
  • Knowledge of Construction Management Systems & Maintenance Procedures;
  • Valid Pennsylvania Driver's License and Must have a Class A or B CDL:
  • Ability to read architectural/ design plans;
  • Ability to operate all County equipment.

PHYSICAL DEMANDS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to stand; walk; sit; and talk and hear. The employee frequently is required to taste or smell. The employee is occasionally required to use hands to finger, handle or feel objects, tools or controls; reach with hands or arms; and stoop, kneel, crouch or crawl. The employee must occasionally lift and/or move up to 50 pounds. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

  • Ability to walk on uneven terrain;
  • Shoveling raking, lifting of rocks, dirt, asphalt and stone in excess of 50 lbs.;
  • Flagging (standing) 20% of the day. May exceed 20% depending on project;
  • Ability to work in all types of climate and temperatures;
  • Ability to use backhoe, air compressors, and jack hammer;
  • Ability to climb, bend, squat, stoop & kneel for various amounts of time during day;
  • Ability to handle all Safety Equipment and train others in use of same;

WORK CONDITIONS:
Working on Roads and Bridges is dangerous since traffic and other activities are on-going. As such, specific vision and hearing abilities are required by this job. These include close vision, distance vision, color vision and depth perception and normal hearing.
