Safe HT Liaison Nurse

Under minimal supervision of the Program Director, provides comprehensive care to victims of sexual assault, child abuse, domestic violence and human trafficking across the lifespan. In addition to following forensic principles and protocols to ensure the integrity of all forensic specimens collected by this examiner, this care includes the physical and psychological assessment, crisis intervention, prevention and treatment of sexually transmitted infections, prevention of pregnancy, referral for counseling, collection of potential forensic evidence and providing factual and expert testimony in court proceedings. Serves in a leadership role as the forensic nurse human trafficking liaison, implementing policies, protocols, collecting data, and providing direct care to victims of human trafficking.

Education

  • Bachelor's Degree in Nursing Required, Master's Degree preferred
  • Must have attended a Maryland Board of Nursing accredited training program for Certified Forensic Nurse Examiner- Pediatric/Adult/Adolescent

Experience

  • Must have a minimum of five years' experience as a Forensic Nurse Examiner working with victims of sexual assault, domestic violence, child abuse, and human trafficking.
  • Must have experience providing education and training to others about trauma-informed care and the dynamics of sexual assault, domestic violence, child abuse, and human trafficking.
  • Must have experience participating in outreach about sexual assault, domestic violence, child abuse and human trafficking.
  • Must have direct experience working with victims of human sex trafficking
  • Experience in Philanthropic efforts and grant writing preferred.

Knowledge, Skills and Abilities

  • Interpersonal and verbal communication (oral and written) skills required in order to educate and comfort patients and their families, maintain effective contacts with a variety of hospital personnel, and maintain appropriate documentation records.
  • Phlebotomy
  • Excellent medical-forensic assessment and documentation skills
  • Forensic Photography skills utilizing a CrimeCam Examiner and CortexFlo medical-forensic camera system
  • Must have testified as an Expert Witness in a court of law
  • Ability to teach and precept novice forensic nurse examiners

Licensures, Certifications

  • Current Licensure with the Maryland State Board of Nursing as a registered nurse
  • Current FNE-A/P certification
  • SANE-A Preferred
  • Completion of "Healthcare Provider" CPR course, yearly

Physical Requirements

  • Must be able to pay close attention to detail during work time.
  • Must be able to sit, stand and walk for up to 80% of the work time.

Working Conditions

  • Emergency Department and hospital unit work environment.
  • Some normal office work environment, use of office equipment not limited to computers, copiers, printers, fax machines.
  • Working with interdisciplinary staff up to 70% of time with varied levels of stress.
  • May be exposed to communicable disease, clinical environment, unpleasant conditions and hazardous chemicals.

Patient & Workplace Safety

Patient Population

  • Demonstrates competency in the delivery of care and applies the knowledge to meet age-specific needs if applicable.

Principal Duties and Responsibilities

  • Completes evidentiary examination per established protocols and consistently provides accurate, thorough documentation of the examination.
  • Communicates effectively with victims of sexual assault, their families/SO, ED staff, law enforcement and officers of the court
  • Recognizes victims needing immediate referrals to ED attending (I.e. psych treatment with disclosure, suicidal/homicidal ideation, identification of injuries not disclosed during triage)
  • Follows SAFE procedures for laboratory specimens to be collected and medications to be administered and documents variances
  • Provides appropriate referrals to victims and family members
  • In collaboration with SAFE Program Director, create the Anti-Trafficking Initiative including policy development, staff training, and expansion of services available to human trafficking patients
  • Collaborate with law enforcement from local, state, and federal agencies re: the care of human trafficking victims.
  • Develop human trafficking presentations and present to various disciplines/ agencies including the United States Military, healthcare providers, Court Appointed Special Advocates transportation/travel plaza staff, law enforcement, students, and community members.
  • Develop and regularly update an annual nursing staff competency for GBMC nursing staff titled "Sex Trafficking Awareness."
  • Develop and annually update GBMC policy titled "Detection, Reporting, and Management of Suspected or Confirmed Victims of Human Trafficking."

Planning and Implementation

  • Assesses the patient's discharge needs and ensure a safe environment with law enforcement.
  • Coordinates referrals for sexual assault, domestic violence, child abuse and human trafficking patient when appropriate.
  • Provide emergency resources if warranted
  • On-call case management of human trafficking victims (week-long, every other week) for sheltered patients.
  • Maintain a tracking system of human trafficking patients.
  • In collaboration with Epic EMR rep, develop and track human trafficking screening questions in the EMR system.
  • Create and maintain a stand-alone human trafficking medical-forensic assessment tool.
  • Collaborate with stakeholders to maintain GBMC SAFE Program information in the National Human Trafficking Hotline resource directory.
  • Performs medical-forensic nursing skills independently.
  • Orders and obtains appropriate laboratory tests
  • Administers prophylactic medications protocol
  • Initiates appropriate emergency procedures as necessary.
  • Verbally communicates the patient's status to physicians, nurses and other health care professionals.
  • Communicates in a therapeutic, trauma-informed manner with the patient, family and visitors.
  • Applies teaching/learning principles in education of patient and family.
  • Precepts new onboarding nurses after completion of didactic coursework
  • Assist with undercover operations organized by the FBI to offer support and resources to victims in the field.
  • Attend Baltimore County Human Trafficking Work Group meetings through the Baltimore County Executive's office as a representative of the SAFE Program.

Teaching and Quality Improvement

  • Participates in and leads a portion of the monthly mandatory SAFE staff meetings
  • Meets with Program Director as scheduled to review feedback of chart review after each examination is completed
  • Provides instructional presentations to award CEU's at the GBMC FNE-Adolescent/Adult and FNE-Pediatric Certification courses
  • Participates in media interviews regarding Human Trafficking as requested.
  • Assist with philanthropic activities as requested included grant writing.
  • Provide written testimony in support of human trafficking-focused legislative bills.
  • Regularly attend professional meetings including the Maryland Child Abuse Medical Professionals Program, the Baltimore County Sexual Assault Response Team, and the Baltimore County Human Trafficking Work Group
